SUBJECT:                     Community Recidivism Grant - Third Amendment to Agreement

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment III to Agreement #15-243 with the Poverello House for the provision of community recidivism and crime reduction services, effective upon execution, increasing the contract maximum by $10,254 for a total of $126,574 through June 30, 2019; and

2.                     Adopt Budget Resolution increasing FY 2017-18 appropriations for the Community Recidivism Reduction Grant Org 3451 in the amount of $10,254 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions, which will re-allocate $10,254 of unexpended 2014 Community Recidivism Reduction Grant (CRRG) funds to the Poverello House, with payments of such additional funds spread over the final 9 months of the 2017-18 fiscal year.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, any 2014 CRRG funds unexpended as of June 30, 2018 shall revert to the state General Fund.  

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  The California Budget Act of 2014 allocated $250,000 in CRRG funds to Fresno County.  Your Board approved contracts on June 16, 2015 to allocate the funds.  Four of the five vendors utilized all of the funds allocated to them.  Alliant had a balance left at the end of the agreement (June 30, 2016) of $30,270 which was reallocated to them in FY 2016-17 through a second amendment approved by your Board on June 7, 2016.  As of the end of FY 2016-17, Alliant had an unexpended balance of $10,254, which is being brought to your Board for reallocation. 

 

Approval of the second recommended action will increase FY 2017-18 appropriations for the Community Recidivism Reduction Grant Org 3451 in the amount of $10,254 using available fund balance to allocate these funds to the Poverello House.

 

DISCUSSION:

 

The purpose of the CRRG is to provide funding to nongovernmental entities or a consortium of nongovernmental entities that provide community recidivism and crime reduction services to persons who have been released from state prison, county jail, or a juvenile detention facility, who are under the supervision of parole or a probation department, or any other person at risk of becoming involved in criminal activities.  Community recidivism and crime reduction services include, but are not limited to delinquency prevention, homelessness prevention, and reentry services.

 

The California Budget Act of 2014 allocated $8 million in one-time funding for the CRRG of which Fresno County received $250,000.  In addition, the California Budget Act of 2015 allocated an additional $4 million to the BSCC for CRRG of which Fresno County received $125,000. 

 

On June 16, 2015, your Board approved five CRRG service agreements with nongovernmental entities as follows:  Boys and Girls Clubs, Youth Centers of America, Focus Forward, Poverello House, and Alliant.  The agreements were effective July 1, 2015 after staff completed a competitive bid process for the 2014 CRRG funds. On June 7, 2016, your Board approved amendments for the 2015 CRRG funds.  The amendments increased the agreement maximums for four of the five vendors, and extended them one year for all five vendors.  Alliant did not receive 2015 funding, but received an extension of one year in order to expend the balance of their 2014 CRRG funds ($30,270).

 

As of June 30, 2017 (the end of the one year extension), Alliant had an unexpended balance of $10,254 in 2014 CRRG funds.  If your Board does not reallocate these funds, any 2014 CRRG funds unexpended as of June 30, 2018 will revert to the state General Fund.

 

The recommendation to allocate the unspent $10,254 in 2014 CRRG funding is being brought to your Board based on the Poverello House exceeding the goals set out in their Scope of Work by 383%.  Below is a brief summary of the services provided by the Poverello House:

 

                     Poverello House:  utilizes CRRG funding to work with adult male offenders who have completed Poverello’s residential drug/alcohol treatment program, and are currently in their aftercare program.  The Poverello House's programs are evidence based, e.g. utilizing Cognitive Behavioral Therapy and case management integrated with 12-Step and other support groups.  The Poverello House has implemented a Work-Out program that focuses on employment and community living.  The Work-Out program provides an expanded case management/employment phase that includes transitional housing, assistance with employment; completion of court-mandated classes such as batterers intervention and Driving Under the Influence; assistance with driver's licenses, social security cards, health coverage, high school diploma/General Education Development (GED), and child support to reduce barriers for successful reintegration into the community.  The current contract amount is $116,320 for a time period of July 1, 2015 through June 30, 2019 (four-year period).  It is recommended the contract increase by $10,254 for a total of $126,574.

 

The Poverello House will utilize the additional $10,254 to fund a wait list for court-mandated classes that has developed since the inception of the agreement.  The court-mandated classes are as follows:  batterers intervention and Driving Under the Influence.  In addition, the funding will provide mileage costs to transport program participants to and from work that has been absorbed until now.
