SUBJECT:                     Amendments to Kertel Communications, Inc. and Geil Enterprises, Inc.

                                          Agreements

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute First Amendment to Agreement 13-674 with Kertel Communications, Inc. dba Sebastian, to increase the maximum Agreement cost by $333,000, effective upon execution, for a maximum potential five-year cost not to exceed $753,000.

 

2.                     Approve and authorize the Chairman to execute Second Amendment to Agreement 13-676 with Geil Enterprises, Inc. dba Valley Security & Alarm, to increase the maximum Agreement cost by $164,000, effective upon execution, for a maximum potential five-year cost not to exceed $469,050.

 

REPORT

The recommended actions are necessary to increase the maximum agreement amounts to fulfill the increased utilization of both contracts due to unanticipated work requests that required inspections, maintenance, repairs, modifications, and additions to the fire alarm and intrusion systems within County facilities.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, it would result in the inability to continue services to the fire alarm and intrusion alarm systems at various County facilities.

 

FISCAL IMPACT:

 

The first recommended action increases the potential five-year maximum agreement of the Kertel Communications, Inc. dba Sebastian (Sebastian) agreement cost to $753,000. The second recommended action increases the potential five-year maximum agreement cost of the Geil Enterprises, Inc. dba Valley Security & Alarm (Valley Security & Alarm) agreement to $469,050.  For both actions, sufficient appropriations have been included in the FY 2017-18 Security Org 8970 Recommended Budget.  Costs related to these services are passed on to the County department(s) occupying the facilities where the work is done.

 

DISCUSSION:

 

On October 29, 2013, your Board approved Agreement 13-674 with Sebastian and Agreement 13-676 with Valley Security & Alarm. On September 27, 2016, your Board approved the First Amendment to Agreement 13-676 with Valley Security & Alarm, which increased the maximum compensation amount. The agreement with Sebastian provides regularly scheduled inspections, preventative maintenance, monitoring services, repairs, system modifications, and additions of fire alarm systems at various County facilities. The agreement with Valley Security & Alarm provides regularly scheduled inspections, preventative maintenance, repairs, system modifications, and additions to the intrusion alarm systems at various County facilities. Both agreements have a three-year term with the option for two, one-year extensions

 

The recommended actions are necessary to fulfill the continued increase in utilization of these contracts. Costs related to the increased utilization of these services are a combination of various County projects. They include the modification and replacement of systems at various County buildings such as additional properties the County has recently acquired or is projected to acquire. Lastly, utilization has also increased due to general user department needs. Therefore, approval of the first recommended action increases the potential five-year maximum agreement cost to $753,000 for the Sebastian agreement. The second recommended action increases the potential five-year maximum agreement of the Valley Security & Alarm agreement cost to $469,050. All other terms of the agreements remain unchanged.
