SUBJECT:                     Appoint New Representative to CSAC Excess Insurance Authority Board of Directors

 

RECOMMENDED ACTION:

TITLE

1.                     Authorize the Chairman to approve the appointment of Berta Mims, Human Resources Manager, as the representative of the County of Fresno to the California State Association of Counties (CSAC) Excess Insurance Authority Board of Directors. 

 

2.                     Adopt Resolution appointing Berta Mims, Human Resources Manager, as the representative of the County of Fresno to the Board of Directors of the CSAC Excess Insurance Authority.

REPORT

Approval of the recommended actions will allow the County of Fresno to participate in the CSAC Excess Insurance Authority Board of Director meetings.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to appoint a County of Fresno Representative to the Board of Directors of the CSAC Excess Insurance Authority.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  Adoption of the recommended resolution will confirm the appointment to the Board of Directors of the CSAC Excess Insurance Authority. 

 

DISCUSSION:

 

The CSAC Excess Insurance Authority (EIA) was created in 1979 to provide stable excess insurance coverage for California counties.  The County was one of the founding members of the EIA.  The EIA is governed by a 62 member Board of Directors, composed of one representative from each member county and seven members elected by the public entity membership. The Board members actively participate in the development, oversight and future direction of the EIA’s programs and services. The entire Board meets three times a year, on the first Friday of March, June and October. The EIA Board members generously provide their time, expertise and leadership by their involvement on the Board and the various EIA Committees.

 

The County’s Human Resources Manager was appointed to be the County representative with another member of the Human Resources staff as the alternate.  On August 28, 2017, Berta Mims assumed the position of the Human Resources Manager overseeing the Risk Management Division and qualifies to be appointed the County’s representative to the EIA.  The EIA by-laws require appointment to be by resolution of the Board of Supervisors.  Therefore, it is recommended that Human Resources Manager, Berta Mims, be appointed as the County’s representative.
