SUBJECT:                     Approve Amendment #1 to the Victim Services (XC) Program Grant Agreement No 17-124 with the State of California, Governor’s Office of Emergency Services

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize Chairman to execute Amendment #1 to Agreement No. 17-124 with the State of California Governor’s Office of Emergency Services (Cal OES) for the Victim Services (XC) Program extending the term from June 30, 2018 to December 31, 2019 and increasing the total project cost by $1,077,265 to a total of $2,448,746;

2.                     Approve and Authorize the Chairman to execute the Subrecipient Grants Management Assessment form for the Victim Services (XC) Program; and

3.                     Adopt resolution authorizing the Chairman to execute Amendment #1 to Agreement No. 17-124 and any extensions or additional amendments as required by the California Governor’s Office of Emergency Services, subject to approval by County Counsel and the Auditor-Controller/Treasurer-Tax Collector. 

REPORT

There is no increase in Net County Cost associated with the recommended actions. The first recommended action will allow for the extension of the XC Program grant term for an additional eighteen months to December 31, 2019. The initial grant term was from July 1, 2016 to June 30, 2018.  A total of $1,077,265 was added in grant funding for the extension bringing the total grant funds for this Program to $2,448,746. In August 2017, Cal OES developed a new mandatory form titled the Subrecipient Grants Management Assessment form, which is now required for all Cal OES grants. In addition, a resolution allowing the Chairman to execute any extensions or amendments to this grant is required by Cal OES. The recommended actions will allow the continuance of the XC Program, which provides enhanced services to victims of crime in Fresno County.

 

ALTERNATIVE ACTION(S):

 

If recommended action No. 1 is not approved, the grant would not be extended and the enhanced victim services provided by this grant will end on June 30, 2018. If recommended actions No. 2 and 3 are not approved, Probation would be out of compliance with the grant requirements. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  Approval of the recommended actions will extend the existing XC Program through December 31, 2019. Cal OES originally awarded the Department a total of $1,186,442 with a required match of $185,039 for the XC Program. That match was met with $140,475 in Victim Emergency funds and $44,564 in in-kind contributions from volunteers. Victim Emergency funds are primarily received from unclaimed restitution as authorized per California Government Code Section 50050. Cal OES will provide an additional $861,812 in grant funding for the term extension. The additional funding requires a match of $215,453. The appropriations, estimated revenue, and required match (Net County Cost) for the extension will be included in the FY 2018-19 and FY 2019-20 Recommended Probation Grants Org 3432 Budgets.

 

DISCUSSION:

 

On August 9, 2016, your Board approved the original grant application with $740,155 in grant funds and $185,039 in match requirement for a total of $925,194. When the original application was submitted to Cal OES, a total of $1,186,442 in grant funding was available to Fresno County; however, due to not having the additional match, the submitted application only requested what Probation could feasibly meet. During the State application review process, the State increased the grant funding amount by $446,287 making the total grant funding amount $1,371,481. Cal OES subsequently waived the match requirement applied to the additional funding and on April 4, 2017, your Board approved the Chairman to execute Cal OES grant award Agreement No. 17-124 with the increased award amount. Cal OES notified the Department on July 10, 2017 that additional funds were allocated to the XC Program that would extend the grant term to December 31, 2019. The first recommended action will approve and accept the additional grant funds and extend the term of the grant.

 

The second recommended action will authorize the Chairman to sign the new Subrecipient Grants Management Assessment form as required by Cal OES. On August 24, 2017, Cal OES notified the Department of this new required form, which is now required for all Cal OES grants. This form is related to the Probation Department’s experience in the management of grant awards in order for Cal OES to determine and provide an appropriate level of technical assistance, training, and grant oversight. As the Authorized Agent, the Chairman of the Fresno County Board of Supervisors is required to sign this form.

 

The third recommended action will adopt a resolution authorizing the Chairman to execute any extensions or amendments to this grant as required by Cal OES.

 

The XC Program provides victims with immediate and extended housing, accessible transportation throughout Fresno County and enhanced services in the rural areas of Fresno County. In addition, after hours call services will be available in order to ensure victims receive necessary services during non-business hours. The Grant funds three Victim-Witness Advocate positions and a Deputy Probation Officer position for the Fresno County James Rowland Crime Victim Assistance Center. If grant funding for this program is discontinued, the related positions will be eliminated.
