RECOMMENDED ACTION(S):

TITLE

Approve expenditure per Administrative Policy No. 75

REPORT

Approval of this item is for the expenditure of $25,000 to offset costs for additional environmental analyses at the Palm/Nees access point for the River West Project.

 

ALTERNATIVE ACTION(S):

 

The Board could choose not to approve this expenditure though it is determined a valid expenditure of public funds for a public purpose by County Counsel as set forth in Administrative Policy No. 75 approved by the Board of Supervisors.

 

FISCAL IMPACT:

 

There is no increase in net county costs associated with the recommended action.  District 2 has the funds encumbered in the 2016-17 fiscal year under the Board of Supervisors Org 0110 Department 01100102.

 

DISCUSSION:

 

Pursuant to Administrative Policy No. 75, Districts are authorized to appropriate funds for county-related expenditures.  The recirculation of the San Joaquin River Conservancy’s Partially Revised Draft Environmental Impact Report (DEIR) for the River West Project is county-related and directly bears on a proposed county/city access point study for Palm/Nees located within Supervisorial District 2.  Trail access along the river is in direct correlation to the environmental analyses necessary to evaluate Alternative 5B of the DEIR that proposes a feasible and effective access point to the river for residents of the region.  Approval of this expenditure will offset costs incurred by the City of Fresno for the recirculation of the Partially Revised DEIR.
