RECOMMENDED ACTION(S):

TITLE

Retroactively authorize the Sheriff-Coroner’s submittal of grant application to the California Governor’s Office of Emergency Services (Cal OES) Law Enforcement (LE) Specialized Units Program effective January 1, 2018 through December 31, 2018 ($270,857).

REPORT

There is no additional Net County Cost associated with this action.  Cal-OES released the competitive funding application where applicants may request up to $203,143 for a 12-month period from January 1, 2018 to December 31, 2018.  The Sheriff-Coroner submitted the competitive application to Cal OES to meet the application deadline of October 2, 2017, contingent on your Board’s approval.  The funding requires a 25% total project cost match ($67,714) that will be offset by an in-kind match, if awarded the grant.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action for the receipt of LE Specialized Units Program funding.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended action.  The LE Specialized Units Program Grant application, if awarded, will provide $203,143 to partially fund one full-time Deputy Sheriff position in the Sheriff-Coroner’s Domestic Violence Unit ($150,547) and a Victim Advocate’s (through an agreement with Marjaree Mason Center) salary and benefit costs and associated expenses ($52,596).  There is a 25 percent total project cost match ($67,714) required by the grant, that will be offset by an in-kind match via the salary and benefits of a second Deputy Sheriff assigned to the Domestic Violence Unit, for a total agreement amount of $270,857.  The in-kind match will be funded with Net County Cost and is included in the Sheriff-Coroner’s FY 2017-18 Adopted Budget Org 3111.  If grant funding is discontinued, the Sheriff-Coroner’s Office will evaluate the grant funded Deputy-Sheriff position at that time.

 

DISCUSSION:

 

On April 21, 2015 your Board executed the first LE Specialized Units program grant effective from January 1, 2015 through December 31, 2015.  The funding cycle was for three years, beginning on January 1, 2015 and ending December 31, 2017.  Each grant period was for 12 months and a noncompetitive reapplication for continuation of funding was submitted for the second year on April 5, 2016 and the third year on December 6, 2016.

 

The competitive proposals for the new funding cycle were due to Cal-OES by October 2, 2017 and will be rated and ranked competitively. If selected, the funding cycle for the LE Program will be approved for three years, beginning January 1, 2018, and ending December 31, 2020.  Each grant performance period will be for 12 months and a noncompetitive reapplication for continuation of funding will need to be submitted for the second and third year of funding.  If selected, the Department will return to the Board of Supervisors requesting the Chairman to approve and execute a grant agreement, Certification of Assurance of Compliance, and Subrecipient Grants Management Assessment form that were included with the application submission.

 

The purpose of the LE Program is to create or enhance specialized units to provide a coordinated response to victims of domestic violence and their children through investigation of incidents, immediate victim advocacy, training for patrol officers/first responders and the development of effective protocols and practices that will continue after the grant has ended.  This grant requires recipients to have established documented working relationships with community organizations relevant to the goals and objectives of the LE program.  The Sheriff-Coroner’s Office has a Memorandum of Understanding (MOU) with Rape Counseling Services of Fresno from January 1, 2018 through December 31, 2020, to provide maximum assistance to survivors of sexual violence in Fresno County and an MOU with Marjaree Mason Center from November 1, 2014 through February 1, 2018, to provide assistance to victims of domestic violence in Fresno County.

 

The recommended action for the 2018 Calendar Year application is requesting funding be utilized to partially fund one full-time Deputy Sheriff position in the Domestic Violence Unit and one full-time Victim Advocate’s salary and benefits, overtime and operational expenses assigned to the Sheriff-Coroner’s Office for one year via an MOU with the Marjaree Mason Center, a community-based organization.  The original MOU with Marjaree Mason Center expires on February 1, 2018, but does not identify the amount allocated from the grant.  If funding is awarded, the Department will include an Addendum to the MOU with Marjaree Mason Center that will extend the term and include an allocation from the grant.
