SUBJECT: Program Supplement Agreements to Agreement Agency-State Agreement for Federal-Aid No. 06-5942 for Transportation Projects.
RECOMMENDED ACTIONS:
TITLE
1. Approve and authorize the Chairman to execute Program Supplement No. N244 Rev. 1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Bethel Avenue and Mountain View Avenue, Federal Project No. HSIPL-5942(243), ($1,427,325).
2. Approve and authorize the Chairman to execute Program Supplement No. N246 Rev. 1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for James Bypass Overflow on West Manning Avenue, Federal Project No. BRLS-5942(233), ($1,185,416).
3. Approve and authorize the Chairman to execute Program Supplement No. N255 Rev. 1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Watts Creek Bridge on Watts Valley Road, Federal Project No. BRLO-5942(248), ($410,000).
4. Approve and authorize the Chairman to execute Program Supplement No. N260 Rev. 1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Shoulder Improvements on Panoche Road from SR 33 to San Benito Avenue, Federal Project No. CML-5942(254), ($1,117,277).
REPORT
The recommended actions will authorize the Chairman to execute Program Supplement Agreements with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.
ALTERNATIVE ACTION:
Not approving the recommended actions will result in de-obligation of the allocated Federal funding and the return of any funds reimbursed to the County.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions.
First recommended action: The estimated total cost of the project is $1,599,100. Approval of the recommended action will allow for reimbursement up to $1,427,325 from the Highway Safety Improvement Program (HSIP) and Regional Surface Transportation Program (RSTP). Sufficient appropriations have been and will be included in the Public Works and Planning - Roads Funds - Fund/Subclass - Org/Account - 0010/11000 - 4510/4365 Budget for prior, current, and future fiscal years.
Second recommended action: The estimated cost of preliminary engineering and right-of-way phases of the project is $1,339,000. Approval of the recommended action will allow for reimbursement up to $1,185,416 from the Highway Bridge Program (HBP). Sufficient appropriations have been and will be included in the Public Works and Planning - Roads Funds - Fund/Subclass - Org/Account - 0010/11000 - 4510/4365 Budget for prior, current, and future fiscal years.
Third recommended action: The estimated cost of preliminary engineering and right-of-way phases of the project is $410,000. Approval of the recommended action will allow for reimbursement up to $410,000 from the HBP. Sufficient appropriations have been and will be included in the Public Works and Planning - Roads Funds - Fund/Subclass - Org/Account - 0010/11000 - 4510/4365. No local match is required.
Fourth recommended action: The estimated total cost of the project is $1,129,684. Approval of the recommended action will allow for reimbursement up to $1,117,277 from the Congestion Mitigation & Air Quality Program (CMAQ) and Regional Surface Transportation Program (RSTP). Sufficient appropriations have been and will be included in the Public Works and Planning - Roads Funds - Fund/Subclass - Org/Account - 0010/11000 - 4510/4365 Budget for prior, current, and future fiscal years.
DISCUSSION:
Recommended Action #1
The purpose of this HSIP project is to achieve a significant reduction in traffic fatalities and serious injuries. The project at Bethel Avenue and Mountain View Avenue intersection will consist of installing a new traffic signal with protected left turn phasing. Construction is expected to begin in April 2018 and be completed in August 2018.
Recommended Action #2
This HBP project consists of the replacement of two structurally deficient bridges on the James Bypass Overflow on West Manning with new prestressed/prevoided slab bridges that meet current standards. The construction phase is anticipated to begin in 2019.
Recommended Action #3
This HBP project consists of the replacement of the functionally obsolete two-lane timber bridge on Watts Creek on Watts Valley Road with a new concrete bridge that meets current standards. The construction phase is anticipated to begin in late 2018.
Recommended Action #4
This CMAQ/RSTP project consists of placing four-foot wide paved shoulders on both sides of Panoche Road between SR33 and San Benito Avenue (1.63 miles) near the City of Mendota. The purpose of this project is to improve air quality by decreasing the amount of airborne particulate matter caused by vehicles traveling alongside this roadway. Construction is expected to begin in April 2018 and be completed in July 2018.
