SUBJECT: Retroactive California Oral Health Program Grant Application
RECOMMENDED ACTION(S):
TITLE
Retroactively authorize the Department of Public Health's submittal of a grant application in the amount of $2,644,280 to the California Department of Public Health for funds associated with the California Oral Health Program.
REPORT
Approval of the recommended action will authorize the retroactive submission of a non-competitive grant application to the California Department of Public Health (CDPH) for the California Oral Health Plan (OHP) funds on September 18, 2017, contingent upon your Board's approval. If approved, the Department will utilized the funds to complete an oral health needs assessment and improvement plan.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. Should your Board not approve the recommended action, the grant application would be withdrawn.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The release of the final agreement by the State is anticipated in December 2017. If approved, the Department will return to your Board to request that the grant funds for the five fiscal years beginning FY 2017-18, in the amount of $2,644,280; $528,856 per year, be accepted and to increase the appropriations and estimated revenues of the Department's Org 5620 FY 2017-18 Adopted Budget by $528,856.
DISCUSSION:
OHP was established in July 2014 to improve the oral health of all Californians through prevention, education, and organized community efforts. On November 8, 2016, California voters approved the passage of Proposition 56: Cigarette Tax to Fund Healthcare, Tobacco Use Prevention, Research, and Law Enforcement (Prop 56) increasing the State cigarette tax by $2 per pack and adding an equivalent amount on other tobacco products.
