RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Memorandum of Understanding with ten other water users to participate and contribute to the cost of preparing the San Joaquin River / Friant-Kern Canal Watershed Sanitary Survey Update ($8,879).
REPORT
The recommended action will approve and execute a Memorandum of Understanding with ten other water users to participate and share in the cost of the mandated preparation of the San Joaquin River / Friant-Kern Canal Watershed Sanitary Survey Update (WSSU) at a cost of $8,879. This item affects properties in District 5.

ALTERNATIVE ACTION(S):

Staff has not found any viable alternative action.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Costs to participate in the San Joaquin River / Friant-Kern Canal WSSU will be paid by the property owners within County Service Area 34 (CSA 34)

DISCUSSION:

CSA 34 was formed in 1986 to administer water allocation agreements, and its services were expanded in 1989 to provide community services for the developing communities of the Millerton New Town Area. In 2002, the surface water treatment plant and related physical appurtenances were conveyed to the CSA from the Developer.

State regulations require that all small public water systems using a surface water supply complete a WSSU of the watershed at least every five years (Title 22, California Code of Regulations, section 64665). The last survey, coordinated with numerous other water purveyors receiving water from the San Joaquin River / Friant-Kern Canal Watershed, took two years to complete and was completed in 2010.
