RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Agreement with the Fresno Unified School District for law enforcement services effective February 20, 2018 through June 30, 2018 ($76,651);

2.                     Adopt Budget Resolution increasing the FY 2017-18 appropriations and estimated revenues in the Sheriff-Coroner’s Org 3111 in the amount of $76,651 (4/5 vote); and

3.                     Approve Amendment to the Salary Resolution adding one Deputy Sheriff position to provide law enforcement services for Fresno Unified School District to the Sheriff-Coroner Org 3111, effective February 26, 2018, as reflected in Appendix C.

REPORT

There is no Net County Cost associated with the recommended actions. Approval of the recommended actions will allow the department to provide law enforcement services to the Fresno Unified School District (FUSD) with the assignment of one Deputy Sheriff position during the school year to Wawona Middle School. The recommended budget resolution would add the necessary appropriations and estimated revenues for the recommended additional one position in the Sheriff-Coroner’s Org 3111 for FY 2017-18. This item pertains to a location in District 3.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. If the recommended actions are not approved, the Salary Resolution would remain unchanged and the Sheriff-Coroner’s Office would not be able to provide law enforcement services to the FUSD.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions, which will provide up to a maximum of $76,651 in revenue from the FUSD for general law enforcement services provided by one Deputy Sheriff for up to 720 hours.

 

The amount of $76,651 will be provided in revenue for up to 720 hours at $106.46 per hour from February 20, 2018 through June 30, 2018 and reflects the new Master Schedule of Fees (MSF) rates approved and adopted by your Board on October 31, 2017 effective December 1, 2017.  The resolution increases appropriations and estimated revenues in the amount of $76,651 in Sheriff-Coroner Org 3111 to fund the addition of one Deputy Sheriff position for the remainder of FY 2017-18.

 

 

 

DISCUSSION:

 

Approval of the recommended actions will allow the Sheriff-Coroner’s Office to provide law enforcement services to the FUSD in areas of intervention, prevention, education and enforcement activities at Wawona Middle School.  Additionally, at the request of the school and upon agreement of both parties, the Sheriff-Coroner shall provide law enforcement services at the school’s special events at the Deputy Sheriff overtime rate of $60.43 per hour for the period of February 20, 2018 through June 30, 2018 based on the new MSF rates approved and adopted by your Board on October 31, 2017. The assigned Deputy Sheriff will backfill vacant funded position(s) during the months school is not in session.

 

It is anticipated the FUSD will continue to fund this position after FY 2017-18.  If funding does not continue, the Deputy Sheriff position will be deleted.
