SUBJECT:                     Amendment to Agreement with Department of Health Care Services for Projects for Assistance in Transition from Homelessness Grant

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Amendment to Agreement No. 17-378 with the California Department of Health Care Services for the Federal Stewart B. McKinney Homeless Block Grant, through the McKinney Projects for Assistance in Transition from Homelessness Grant, effective upon execution with no change in the term to June 30, 2018 and increasing the maximum by $1,333 to a total of $421,572.

REPORT

The California Department of Health Care Services (DHCS) released an increase to FY 2017-18 Projects for Assistance in Transition from Homelessness (PATH) Grant allocations on September 26, 2017 (PATH Letter No.: 17-01), with an acceptance due by October 12, 2017.  To meet the deadline, the Initial Allocations worksheet was signed by the Department of Behavioral Health Director and submitted to DHCS as a placeholder, pending your Board’s approval. 

 

Approval of the recommended action will allow the County to accept the grant increase of $1,000 (from $315,179 to $316,179) for services to adults with mental health conditions who are homeless or at-risk of homelessness.  The increase requires a 33% County match ($333) increasing the County match from $105,060 to $105,393, which will be funded with Mental Health Services Act (MHSA) funds.  The funds will be used for County administration costs, with no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department would forfeit the additional grant funding.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The County is eligible for a $1,000 increase from the FY 2017-18 PATH Planning Estimate ($315,179), for a total Initial Allocation of $316,179.  Accepting these funds requires a $333 increase to the original County match ($105,060; 33% of the allocation), funded with MHSA monies, for a total amount of $105,393.  The amended total, with the increased allocation and match, is $421,572.

 

PATH funds will be utilized as follows:

 

                     $10,795 for County administration costs, increased from $9,462; and,

                     $410,777 for the County’s PATH Program contracted and operated by Kings View Corporation. 

 

The entire program is funded with the PATH grant, MHSA funds, Medi-Cal revenues and client rents.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2017-18 Adopted Budget. 

 

DISCUSSION:

 

The Stewart B. McKinney Homeless Assistance Amendments Act of 1990 established the Federal PATH Grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA).  DHCS functions as a pass-through entity and direct services are administered through the Department.  Since 1990, the Department has applied for the grant funding annually to address the needs of individuals with serious mental illness (SMI) and/or co-occurring SMI and substance use disorder, who are homeless or at-risk of homelessness.

 

On June 16, 2015, your Board approved Agreement No. 15-257 with Kings View Corporation to operate the PATH program and provide services to homeless adults with mental health conditions.  On June 21, 2016, and again on July 11, 2017, your Board approved Agreements No. 16-362 and No. 17-378, respectively with DHCS to allow the submittal of the Application/Agreement for PATH grant funding. 

 

With your Board’s approval, the recommended amendment will enable the County to receive additional grant funding for County administrative costs; including staff time for administrative activities and periodic grant related data and expenditure reporting.  DHCS has reviewed and approved the use of this increase towards County administrative costs, since it will not exceed the 10% limit of the FY 2017-18 PATH allocation set for administrative costs.  There is no change to the term or compensation amount to Kings View Corporation.
