SUBJECT:                     Budget Resolutions for County Service Area 34 (Millerton New Town) and County Service Area 34 Zone B (Ventana Hills)

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2017-18 appropriations for County Service Area 34 Org 9174 in the amount of $85,000 using available fund balance, for operational costs related to the Lake Pump Replacement and Repair Project (4/5 vote).

2.                     Adopt Budget Resolution increasing FY 2017-18 appropriations for County Service Area 34 Zone B, Org 9255 in the amount of $36,950 using available fund balance, for operational costs related to the emergency repair of the underground communications system (4/5 vote).

REPORT

Approval of the first recommended action will increase FY 2017-18 appropriations for County Service Area 34 (CSA 34), Org 9174 in the amount of $85,000 using fund balance, for operational costs related to the Lake Pump Replacement and Repair Project.

Approval of the second recommended action will increase FY 2017-18 appropriations for County Service Area 34 Zone B (CSA 34B), Org 9255 in the amount of $36,950 using available fund balance.  The increased appropriations will support the increased operational costs associated with an emergency repair for the underground communications system that serves two potable water wells, one irrigation well, and the emergency fire flow system.  This item pertains to locations in District 5.

ALTERNATIVE ACTION(S):

Staff has not found any viable alternative action.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended actions.  All operation, maintenance and administrative costs are paid for by the benefitted properties within CSA 34 from property assessments and interest revenue and within CSA 34B from water service fees, Subdivider reimbursement agreement and interest revenue.  The CSA 34, Org 9174, Budget Resolution will increase appropriations by $85,000 in FY 2017-18 for operational costs related to the Lake Pump Replacement and Repair Project, using available fund balance.  The CSA 34B, Org 9255, Budget Resolution will increase appropriations by $36,950 in FY 2017-18 for operational costs related to the emergency repair of the underground communications system, using available fund balance.

DISCUSSION:

CSA 34 was formed in 1986 to provide various community services for the development of Millerton New Town, which consists of 1,420 acres lying on the north and south sides of Millerton Road, to the south of Millerton Lake.  CSA 34 provides water contract administration to maintain the active status of three surface water supply contracts and the administration services associated with ensuring that the Millerton Lake raw water pumping facilities retain their standby, ready-to-serve status for the benefit of all CSA 34.  Department staff and the developers for the Millerton New Town area have taken measures to ensure a sustainable water supply with the FY 2016-17 Lake Pump Replacement and Repair Project.  The project was completed in late May of 2017 but invoices for the project were not received prior to the end of FY 2016-17.  Project expenses of approximately $85,000 were incurred in the FY 2017-18 budget, which depleted appropriations for current FY expenses.  Since CSA 34 is functionally administrative, there is no Citizens Advisory Committee for this District.

CSA 34B was formed in 2003 to provide potable water services to Ventana Hills, a 91 lot subdivision that currently services eight water connections west of the northwest corner of the junction of Millerton and Auberry Roads.  The proposed increase in appropriations will support the increased operational costs associated with an emergency repair for the underground communications system that serves two potable water wells, one irrigation well and the emergency fire flow system.  Staff has been in communication with the Citizens Advisory Committee and they are in support of this budget resolution.
