SUBJECT: Amendment IV to Agreement 13-492 with Bay Area Addiction Research and Treatment Behavioral Health, Inc., for Narcotic Treatment Program Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment IV to Agreement No. 13-492 with Bay Area Addiction Research and Treatment, to provide narcotic treatment program services to inmates at County detention facilities, effective upon execution through June 30, 2018 and increasing the maximum compensation by $55,000 to a total maximum of $508,000.
REPORT
Approval of the recommended action will allow the Department to continue to deliver mandated and medically necessary Narcotic Treatment Program (NTP) services to inmates at County detention facilities. Due to increasing need for NTP services at County detention facilities, this amendment will increase the annual contract maximum amount from $95,000 to $150,000 for FY 2017-18, increasing the total agreement maximum from $453,000 to $508,000. The agreement will be financed with Behavioral Health Realignment funds, with no increase to Net County Cost.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. The amendment will increase compensation necessary to administer NTP services at County detention facilities. If your Board does not approve the recommended action, Bay Area Addiction Research and Treatment (BAART) will not be able to provide NTP services to in-custody clients.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the FY 2017-18 maximum compensation by $55,000 (58%) to $150,000. Services are fully funded with Behavioral Health Realignment funds. Sufficient appropriations and estimated revenues are available in the Department’s Org 5630 FY17-2018 Adopted Budget.
DISCUSSION:
NTP services are provided to clients diagnosed by a physician as having an addiction to opioids and for whom the treatment has been deemed to be a medical necessity. Detention facilities are mandated by the State to provide NTP services to an inmate who jail medical staff has deemed to be in need of such services, or to an inmate who was receiving these services prior to incarceration.
This action is being presented due to increasing need for NTP services at County detention facilities. This increase has resulted in a level of spending that will likely exceed the contract maximum for FY 2017-18. If approved, the recommended action would increase the contract maximum by $55,000 to an annual maximum of $150,000.
The recommended amendment will be effective upon execution.
