SUBJECT: Resolution Proclaiming Support for the Reducing Crime and Keeping California Safe Act of 2018

RECOMMENDED ACTION(S):
TITLE
Authorize Chairman to execute Resolution proclaiming support for the Reducing Crime and Keeping California Safe Act of 2018.
REPORT
Approval of the recommended action would authorize the Chairman to execute the Resolution proclaiming support for the Reducing Crime and Keeping California Safe Act of 2018.

ALTERNATIVE ACTION(S):

The Board could choose not to execute the resolution in support.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.

DISCUSSION:

Over the past several years, the State of California has seen an unprecedented release of criminals from the state prison system due to a number of release programs such as Realignment, Proposition 36, Proposition 47, Proposition 57, Non-Violent Second Strike Release, Elderly Parole, and Expanded Youthful Offender Parole.

The Reducing Crime and Keeping California Safe Act of 2018 will fix three related problems created by some of these recent laws that have threatened the public safety of Californians and their children from violent criminals. This measure will:

A. Reform the parole system so that violent felons are not released early from prison, strengthen oversight of post release community supervision and tighten penalties for violations of terms of post release community supervision;

B. Reform theft laws to restore accountability for serial thieves and organized theft rings; and

C. Expand DNA collection from persons convicted of drug, theft, and domestic violence related crimes to help solve violent crimes and exonerate the innocent.

It is recommended your Board approve the execution of the Resolution supporting the Reducing Crime and Keeping California Safe Act of 2018.
