SUBJECT: Use of Board of Supervisors District 4 Appropriations to Notice Board of Supervisors' Public Hearing for the Coalinga-Huron Cemetery District

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the use of Board of Supervisor District 4 funds in the amount of $307.80 for charges to notice a public hearing in the Fresno Bee for the Coalinga-Huron Cemetery District's request to increase their board of trustees to five members.
REPORT
ALTERNATIVE ACTION(S):

Your Board may chose not to approve the recommended action.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations are included in the FY 2017-18 Adopted Budget for the Board of Supervisors Org 01100104.

DISCUSSION:

The Coaling-Huron Cemetery District is requesting of the Board of Supervisors approval to increase their board from three members to five members. This will go before your Board as an agenda item on May 1, 2015. The meeting must be noticed in a local newspaper of general circulation. The Fresno Bee is the only source that has a bona fide subscription list for the area. Cost to notice the meeting is $307.80.

On April 25, 2017, your Board directed the County Administrative Officer to develop an Administrative Policy setting out guidelines for use of County funds for Community Outreach.

On August 8, 2017, your Board approved Administrative Policy Number 75, Community Outreach Services. Per Administrative Policy Number 75, this item was submitted to County Counsel for review and approval. On April 10, 2018, County Counsel determined that the foregoing is a legal expenditure of public funds and it must be brought before your Board for approval of the expenditure.
