SUBJECT:                     Agreement with Mid Valley Disposal for Solid Waste Collection,

                     Disposal, and Recycling Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute an Agreement with Mid Valley Disposal to provide solid waste collection, disposal, and recycling services, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions for a maximum potential five-year total not to exceed $500,000.

REPORT

Approval of the recommended action will provide solid waste collection, disposal and recycling services to County locations that have waste containers of 10 cubic yards or more and allow the County to meet State-mandated reporting requirements. There is no increase in Net County Cost associated with the recommended action. The cost for the potential five-year Agreement is $500,000. This item pertains to locations countywide.

 

ALTERNATIVE ACTION(S):

 

Not approving the recommended action would delay the County from meeting State-mandated reporting requirements, and current waste hauling operations will remain unchanged.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. Appropriations are budgeted within each County department’s budget based upon their needs.

 

DISCUSSION:

 

On February 28, 2017, your Board approved Chapter 8.24 to be added to Title 8 (Health & Safety), which established a Non-Exclusive Waste Hauler Agreement (NEWHA) Program, applicable with respect to all haulers who engage in transactions within the County involving the collection, for compensation, of solid waste amounting to 10 cubic yards or more. However, due to procedural discrepancies in formatting and publication, Chapter 8.24 was re-adopted on January 9, 2018.

 

On May 18, 2017, Purchasing issued RFQ No. 17-057 to solicit qualified vendors to provide solid waste collection, disposal, and recycling services for eight County locations with solid waste containers of 10 cubic yards or more. The RFQ required that any vendor subsequently awarded would be required to execute a NEWHA agreement with the County, and comply with the reporting requirements.

 

County Purchasing Division received three qualified bids by the June 20, 2017 deadline. The bids were from Mid Valley Disposal, Caglia Environmental, and Waste Management. All bids were reviewed by Purchasing, and a Bid Tabulation was prepared. Mid Valley Disposal was determined to be the lowest responsible bidder. Mid Valley Disposal was the only vendor who provided quotations for all the requested locations and its bid was determined to be the most advantageous to the County.

 

The recommended action approves and authorizes the Agreement with Mid Valley Disposal for a three-year base contract with two, optional one-year extensions upon written approval of both parties for a total amount not to exceed $500,000.
