SUBJECT: Retroactive Application and Agreement with the Organized Crime Drug Enforcement Task Forces (OCDETF) Program for the Purchase of Equipment
RECOMMENDED ACTION(S):
TITLE
1. Retroactively authorize the Sheriff-Coroner’s previous submittal of an equipment grant application in the amount of $29,735 to the Organized Crime Drug Enforcement Task Forces (OCDETF) Program, with the Federal Bureau of Investigation as the federal sponsoring agency;
2. Approve and authorize the Sheriff-Coroner or her designee, on behalf of the County, to execute retroactive grant agreement for OCDETF Investigation number SI-PA-012-18 from the OCDETF Program effective December 1, 2017 to September 30, 2018 ($29,735);
3. Adopt Budget Resolution increasing FY 2017-18 appropriations and estimated revenues for Sheriff-Coroner’s Org 3111 in the amount of $29,735 (4/5 vote); and
4. Authorize the Sheriff-Coroner, or her authorized representative, to sign claims for reimbursement for the above grant award.
REPORT
There is no increase in Net County Cost associated with the recommended actions. The Sheriff-Coroner’s Office received notification from the OCDETF Program on December 28, 2017 that the County received this award to purchase equipment to assist in a specific investigation. The competitive application was submitted November 21, 2017 to the Federal Bureau of Investigation to meet the application deadline, contingent on your Board’s approval. The Sheriff-Coroner’s Office signed the application on behalf of the County as the OCEDTF Executive Office protocol requires a Law Enforcement Agency Official’s authorization. However, the funds have not been expended. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. The non-approval of this item will result in the loss of the OCDETF Program Equipment Grant awarded for the period of December 1, 2017 to September 30, 2018. This would also negatively impact the joint investigation efforts with the Federal Bureau of Investigation and other agencies involved in this case. Additionally, this could jeopardize officer safety as this respective gang’s propensity for violence is increasing and expanding transnationally.
RETROACTIVE AGREEMENT:
The recommended agreement is retroactive due to receipt of the grant award from the OCDETF Program on December 28, 2017 and subsequent processing time to place this item on your Board’s agenda.
FISCAL IMPACT:
There is no increase in Net County Cost associated with these actions. The award includes $29,735 for the purchase of equipment to assist in the investigation of a drug and gang case. The resolution will increase FY 2017-18 appropriations and estimated revenue in the Sheriff-Coroner’s Org 31113301, in the amount of $29,735. The Sheriff-Coroner’s Office anticipates expending the full amount of the grant prior to June 30, 2018. Should the entire grant not be expended during the current fiscal year, any unexpended funds will be re-budgeted in FY 2018-19.
DISCUSSION:
The OCDETF Equipment Grant in the amount of $29,735 from the OCDETF Program will be used to purchase equipment that will help in the efforts to investigate a gang committing violent crimes believed to be drug related. The funds are to be used to purchase:
• Tactical Electronics CORE Pole camera (searching camera)
• Tactical Video utility covert pole system camera
• GPS trackers and two years of service
• Surveillance SLR Camera and Lens
• Thumb drives and external hard drive
• Headphones
• Night Vision Monoculars
The grant period is from December 1, 2017 to September 30, 2018.
