RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute Amendment 1 to Agreement No. 14-258 with RR-M Reyna, Inc., doing business as R & R Transport, for professional decedent removal services, effective May 1, 2018 with no change in the term to May 15, 2019 and increasing the maximum by $44,000 to $200,000 per year (for the current and remaining year of the contract), with an increase in the total five year agreement to $870,000.

REPORT

There is no increase in Net County Cost associated with the recommended action in the current year. Approval of the recommended increase to $200,000 for the current and remaining year of the contract will allow the Sheriff-Coroner’s office to continue body removal responsibilities. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If the recommended action is not approved, there would be a disruption in the ability of the Sheriff-Coroner’s Office to provide decedent removal services throughout Fresno County.  This will inhibit the Sheriff-Coroner’s Office daily job duties and interfere with the functionality of the department. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action in the current fiscal year. The current annual maximum for the Sheriff-Coroner’s Office is $156,000; the requested increase of $44,000 for a total of $200,000 will be absorbed within the Sheriff-Coroner’s Org 3111 FY 2017-18 budget. The $44,000 increase for FY 2018-19 will be included in the department’s budget request.

 

DISCUSSION:

 

On May 20, 2014, your Board approved an agreement with RR-M Reyna, Inc., doing business as R & R Transport, for decedent removal services not to exceed five consecutive years. The decedent removal services, as covered by this agreement, are used to transport deceased from the scene of death to the Coroner’s Office. If the cause of death is sudden or unexplained then an investigation would be done. When there is a natural cause of death, the transportation could still be required at the request of the next of kin when there has been no final disposition arranged at the time of death.

 

From May 16, 2014 to May 15, 2017 the agreement with R & R Transport had a maximum of $470,000, with available extensions for two additional twelve month periods with an annual maximum of $156,000 for each year, for a total five-year maximum of $782,000. Approval of the recommended action amends the agreement to increase the annual  maximum for years four and five to $200,000 (an increase of $44,000), in order to cover current decedent removal transport services already incurred, for the current fiscal year, and anticipated needs for the fifth year of the contract. Expenditures for decedent removal services are determined by the actual number of removals, location, and type of services required. The total amended agreement is not to exceed $870,000 for the five-year period.
