SUBJECT:                     Amendment III to WestCare Agreement to Provide Homeless Services Training and Supplies to the Fresno Madera Continuum of Care

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment III to Agreement A-15-057-2 with WestCare California, Inc. to provide homeless services training and supplies, effective upon execution with no change in term to June 30, 2018, and increasing the maximum compensation by $40,000 to a total of $583,800.

REPORT

Approval of the recommended action will allow the Department of Social Services to utilize unexpended CalWORKs Housing Support Program (HSP) funds to secure training services and supplies to benefit the Fresno Madera Continuum of Care (FMCoC). The proposed action would allow the Department’s current vendor, WestCare California, Inc. to serve as the administrative entity for procuring training and supplies to benefit homeless services within the FMCoC, with no increase to Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board could deny the recommended action, thereby foregoing the training and supplies for homeless services and forfeiting unexpended HSP funds.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the total maximum compensation of the agreement by $40,000. The recommended amendment will be entirely funded by the CalWORKs HSP allocation. Sufficient appropriations are included in the FY 2017-18 Adopted Budget for the Department of Social Services, Org 5610, and will be included in subsequent annual budgets.

 

DISCUSSION:

 

The Department is a long-time regional representative in the FMCoC, a consortium of homeless service agencies that have come together to coordinate as a system and maximize the efficiency of service delivery. FMCoC members are required by federal mandate (through the U.S. Department of Housing and Urban Development) to work together as a community to coordinate referrals as a group, share data, and otherwise reduce service duplication. The impetus for the training is HUD’s mandate for coordination and compliance in providing centralized, standardized services.

 

FMCoC membership includes faith based groups, government entities, domestic violence shelters, mental health and substance abuse service providers, school districts, veterans organizations, and other homeless service providers. Services provided by FMCoC member organizations include emergency shelter, street outreach, mental and physical health care, rapid rehousing, permanent supportive housing, and homeless prevention, among others. Monthly meetings are held to share information and participate in group decision-making.

 

Continuum members have identified a number of staff training topics that would benefit service providers as a whole, as well as supplies that would support homeless services in the community. The Department has agreed to use $40,000 of unexpended CalWORKs HSP funding for this purpose. Training topics that may be offered include case management, shelter diversion, and motivational interviewing. The Department will work with FMCoC agencies to procure the training services and supplies.

 

WestCare California, Inc. is currently a provider of housing matcher and community coordinator services for the FMCoC through a contract with the Department. The FMCoC Executive Committee has elected WestCare to be the administrator of these funds and services. As a current contracted partner of the Department, WestCare will procure training and supplies that will be funded through the CalWORKs HSP allocation. Training will be scheduled before the close of the Fiscal Year and will be open to all FMCoC members.
