SUBJECT: Master Agreement for Substance Abuse Treatment Services
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a Master Agreement for Substance Abuse Treatment services, effective July 1, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $17,000,000.
2. Authorize the Director of the Department of Social Services, or his designee to add and/or delete service providers to the Master Agreement, as necessary.
REPORT
Approval of the first recommended action will allow the Department of Social Services to continue to provide a full continuum of mandated and non-mandated substance abuse treatment services to clients involved with the California Work Opportunity and Responsibility to Kids (CalWORKs) and the Child Welfare Services (CWS) programs, with no increase in Net County Cost. This agreement is countywide.
Approval of the second recommended action authorizes the Department Director to add and/or delete service providers as necessary to the master agreement to meet service needs without exceeding the contract maximum.
ALTERNATIVE ACTION(S):
Non-approval of the recommended actions will hinder the Department’s ability to provide a full continuum of mandated and non-mandated Substance Abuse Treatment services to clients involved with the CalWORKs and Child Welfare Services programs.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The maximum compensation for the five-year agreement ($17,000,000) is funded through the CalWORKs Substance Abuse and Mental Health Allocation and Child Welfare Realignment. Sufficient appropriations ($3,400,000) will be included in the FY 2018-2019 Requested Budget for the Department of Social Services Org 5610.
DISCUSSION:
Substance abuse is a significant barrier for families as it negatively impacts job readiness. In addition, it is recognized as a risk factor for child maltreatment and remains a primary factor in preventing family reunification when Child Welfare is involved. These treatment services are frequently mandated by the Juvenile Dependency Court or the State. Due to these factors, and pursuant to Welfare and Institutions Code Sections 300-304.7, the Department has been providing Substance Abuse Treatment services to clients involved in CalWORKs and Child Welfare Services for over a decade through various individual contracts, and most recently a master agreement (A-13-331), which is set to expire June 30, 2018.
On June 11, 2013, your Board approved the current substance abuse master agreement. The initial term of the agreement was for one 12-month period with the option to renew for two additional 12-month periods. The substance abuse master agreement was established to ensure CalWORKs, Child Welfare Services and County requirements are met. A consistent application process allows potential vendors to apply to provide services throughout the term of the agreement.
On April 7, 2015, your Board approved the first amendment to increase maximum compensation in order to meet the increased treatment needs and increased referrals that were anticipated from the Welfare to Work Family Stabilization Program. On June 7, 2016, your Board approved a second amendment to extend the agreement an additional two years.
The recommended master agreement will allow the Department to continue to contract with qualified service providers within Fresno County to provide a continuum of mandated and non-mandated Substance Abuse Treatment services. The master agreement contains language to allow the Director, or designee, to add and/or remove providers as there is need for services and to the extent that funding permits.
During FY 2016-17, 903 CWS and CalWORKs clients received Substance Abuse Treatment services with 481 (53%) successfully completing treatment.
The agreement may be terminated without cause by giving thirty (30) days advance written notice by the County, the Department’s Director or designee, or any vendor.
