SUBJECT:                     Maintained Mileage of Fresno County Roads

RECOMMENDED ACTION:

TITLE

Adopt Resolution revising the number of miles of maintained Fresno County roads.

REPORT

This action certifies the County’s maintained road mileage as of December 31, 2017, at 3,495.98 miles.  This represents a decrease of approximately 9.2 miles from 2016.  The resolution is required annually pursuant to California Streets and Highways Code, section 2121.  This item is countywide.

ALTERNATIVE ACTION:

This action is required annually per the State of California Streets and Highways Code.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  However, transportation funds distributed by the State are allocated to the various local agencies based on a formula, which includes the maintained mileage of the local agencies.  As a result of the reduction in the County’s roadway mileage, there could be a minimal decrease in Road funds that the County receives from the State.

DISCUSSION:

By May of each year, the State of California requires each County to certify by resolution the length of County maintained roads as of December 31st of the previous year.  For the calendar year ending December 31, 2016, the maintained mileage in Fresno County was approximately 3,505.15 miles.  For the calendar year ending December 31, 2017, the maintained mileage was approximately 3,495.98.  This reflects a net reduction of approximately 9.2 miles due to annexations by various cities, road abandonments, and corrections based on information from road investigations made throughout the year.  These changes are detailed in Exhibit A of the resolution.

The California Department of Transportation will incorporate the maintained mileage adjustments into future funding distributions upon receipt of the report and resolution approved by your Board.
