RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute a Master Agreement for emergency response and supplemental plumbing services, effective June 5, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $775,000.

 

2.                     Authorize the Director of Internal Services/Chief Information Officer or his designee to add additional contractors to this Agreement as they are identified who will agree to the terms and conditions of the Master Agreement without affecting the remainder of the Agreement.

 

REPORT

Approval of the first recommended action will allow the Internal Services Department - Facility Services Division (Facility Services) to contract for emergency response and supplemental plumbing services on an as-needed basis. Approval of the second recommended action will allow the Director of Internal Services/Chief Information Officer to execute amendments for the sole purpose of adding additional qualified contractors to the Master Agreement without affecting the remainder of the agreement. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If your Board does not approve the recommended actions, the County will be without a contract for plumbing situations that require immediate intervention, because County staff and/or resources are insufficient.

 

FISCAL IMPACT:

 

Approval of the first Recommended Action allows Facility Services to contract for emergency response and supplemental plumbing services for buildings located throughout the County.  All costs associated with these services are recovered through charge-backs to user County departments. There is no increase in Net County Cost.

 

Sufficient appropriations and estimated revenues are included in the Facility Services Org 8935 FY 2017-18 Adopted Budget. Appropriations for future costs associated with this Agreement will be requested in future years. The recommended Master Agreement will have a spending limit of $775,000 over the potential five-year term of the Agreement.

 

DISCUSSION:

On March 6, 2018, Facility Services issued a Request for Statement of Qualification (RFSQ), No. 18-030, through the Purchasing Division for emergency response and supplemental plumbing services. Emergency response services are defined as situations that may pose an immediate risk to Fresno County employees, business processes, and property. They require urgent intervention to prevent a worsening of a situation.  Services would be requested on an as-needed basis only when County resources are insufficient. Responding contractors were requested to provide hourly rates for labor and for specific types of services (i.e. Hydro jetting, video inspections, etc.).

 

The County’s Purchasing Division received one bid by the March 27, 2018 deadline, from A Reliable Plumbing. Although only one bid was received, Facility Services would like to proceed with a Master Agreement because it provides increased flexibility for Facility Services in fulfilling service requests Countywide.

 

The first recommended action approves and authorizes award of the Master Agreement for a three-year base contract with two optional one-year extensions, upon written approval of both parties, for a total amount not to exceed $775,000. The second recommended action delegates authority to the Director of Internal Services/Chief Information Officer to add additional vendors to this Agreement to maximize flexibility of the Agreement and to ensure that the County has adequate emergency plumbing vendors to service County facilities at all times.  Any other modifications outside the scope of adding contractors to the Agreement would return to your Board for approval.
