RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2017-18 appropriations and estimated revenues for Sheriff-Coroner Org 3111 in the amount of $650,000 for the purchase of jail transportation bus (4/5 vote).

REPORT

There is no increase in Net County Cost associated with the recommended action. Excess US Marshal revenues in FY 2017-18 will fund the purchase of the transportation bus. Approval of the recommended action will allow the Sheriff-Coroner to increase appropriations and estimated revenues in Sheriff-Coroner’s Org 3111 to facilitate this purchase. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Sheriff-Coroner will not be able to purchase a replacement jail transportation bus and the Department would have to continue the use of the existing high mileage, maintenance prone bus. This could result in potentially negative effects in the inmate transportation process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The excess US Marshal revenues in FY 2017-18 in the amount of $650,000 will be used to fund the jail transportation bus purchase, outfitting, and travel expenses for staff to inspect the bus prior to delivery. Approval of the recommended action will increase the FY 2017-18 appropriations and estimated revenues in Sheriff-Coroner’s Org 3111 in the amount of $650,000 for the purchase of the bus.

 

DISCUSSION:

 

The Fresno County Sheriff's Office Transportation Unit is responsible for the transportation of sentenced inmates to State Prisons on a weekly basis.  On average, the Transportation Unit transports between 25-40 inmates to various State Prisons each week.  In order to accomplish this, the unit utilizes a large secure prisoner transport bus. The current bus that is in use (#3952) is a 2001 MCIX D4000 prisoner transport bus, which is showing its age beyond normal wear and tear; over $13,000 in repairs were spent in 2017. The repairs have involved electrical issues, air brake issues, and other maintenance that negatively impacts the unit’s operations. The current bus is no longer reliable to transport inmates. 

 

In addition, the California Air Resources Board (CARB) has implemented new rules for diesel vehicles effective January 1, 2020. The new rules are restrictive, thus preventing any upgrades to the current bus to meet CARB standards.

 

Approval of the recommended action will enable the Sheriff-Coroner to purchase a replacement jail transportation bus to safely transport inmates and increase the efficiency of the Transportation Unit. Funding for the acquisition of the replacement bus will come from excess US Marshal Revenues. The Sheriff-Coroner’s Office, in conjunction with the Purchasing Manager, will ensure all Fresno County acquisition requirements are followed throughout the procurement process.
