SUBJECT:                     Amendment III to Agreement with VMS Family Counseling Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment III to Purchasing Agreement P-15-307-O with VMS Family Counseling Services, effective July 1, 2018, increasing the contract maximum by $121,000 for a total of $220,000 through June 30, 2020.

REPORT

Approval of the recommended action will increase the maximum compensation for VMS Family Counseling Services to provide psychological services to Sheriff-Coroner Personnel. The original Purchasing agreement is for a three-year term ending July 1, 2018 with two optional one year extensions and a maximum compensation not to exceed $99,000. The proposed amendment will convert the Purchasing agreement to a Board agreement and increase the maximum compensation amount to $220,000 for the entire five-year term ending July 1, 2020, thereby allowing department personnel to continue to have access to psychological services. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, these professional services will not be provided to the Sheriff-Coroner personnel and their families. The County has a different agreement for similar services, but these services are for psychological evaluations.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the maximum compensation by $121,000 to a total of $220,000. Sufficient appropriations are included in the Sheriff-Coroner’s FY 2017-18 Org 3111 Adopted Budget. Sufficient appropriations and estimated revenues for the optional term extensions will be included in subsequent budget requests.

 

DISCUSSION:

 

VMS Family Counseling Services provides psychological services for Sheriff-Coroner’s employees and their families. The Fresno County Sheriff-Coroner’s Office employs over 1,000 employees in both law enforcement and non-sworn civilians positions. All visits for counseling services are confidential in nature and no reports or files are provided to the Sheriff’s Office or the County of Fresno.

 

On July 17, 2015, Purchasing Agreement P-15-307-O was executed with VMS Family Counseling Services by a Request for Quotation (RFQ) to provide professional psychological services to Sheriff-Coroner personnel.

 

The initial agreement is for a three-year base contract with two optional one-year extensions, effective July 2, 2015 through July 1, 2018 with a maximum contract amount of $99,000.

 

On August 19, 2015, Amendment I to Purchasing Agreement P-15-307-O was executed for purposes of allowing the use of interns for usage, time and costs.

 

On January 20, 2016, Amendment II to Purchasing Agreement P-15-307-O was executed to add costs and parameters for the cancellation of appointments and no-show fees.

 

Demand for counseling services has increased due to past incidents that have affected the Sheriff-Coroner’s Office. Staff is now recommending the current Purchasing agreement with VMS Family Counseling Services be converted into a Board agreement, as the maximum amount allowable for service exceeds the Purchasing Manager’s authority of $100,000. Approval of the recommended action will allow the Sheriff-Coroner’s Office to continue to offer psychological services to department personnel for the remaining duration of the agreement.
