SUBJECT:                     Amendment I to Agreement with Uplift Family Services, for SB 163 Wraparound & Therapeutic Foster Care Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement A-15-189 with Uplift Family Services formerly Families First to extend Wraparound Services by three months from July 1, 2018 through September 30, 2018 and increasing the maximum compensation by $489,270 to a total of $13,989,270.

REPORT

Approval of the recommended action will allow the Department to continue to provide Wraparound services during the transition of these services to a new provider, Central Star Behavioral Health.  The additional time is needed to ensure minimal impact to youth who are currently receiving services from Uplift Family Services and will be transitioned to the new provider.  The proposed Amendment will extend the original three-year term for a three-month period and increase the maximum compensation by $489,270. All other terms of the agreement will remain the same.  The Cost ($489,270) of the recommended action will be offset with Medi-Cal Federal Financial Participation (FFP), Behavioral Health and Mental Health Realignment, and Senate Bill 163 (SB163) Funds with no increase in Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, there will be a minimal service transition period, which may delay, or otherwise negatively impact children served.  

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The cost of the recommended three-month extension is $489,270, which will increase the maximum agreement compensation from $13,500.000 to $13,989,270.  Sufficient appropriations and estimated revenues will be included in the FY 2018-19 Recommended Budgets of the Department of Social Services Organization 5610 and the Department of Behavioral Health Organization 5630.

 

DISCUSSION:

 

On May 1, 2018 your Board approved an agreement with Central Star Behavioral Health to provide Wraparound services, which became effective June 1, 2018.  Uplift Family Services is the current contracted provider of these services and their agreement will expire June 30, 2018.  Uplift currently serves approximately 100 high-risk youth who are at risk of placement in a group home, if Wraparound services were not an available service option. The extension of the Agreement with Uplift would aid in a smooth transition of clients between the two agencies and would help reduce the possibility of negative effects associated with abrupt change such as destabilization of placement or other crises.

 

Transition of youth between the two programs will begin June 1, 2018, but the capacity to successfully transition all youth will not be completed by June 30, 2018, as there are several variables, including staffing of the programs and the individual transition needs of clients.  As a result, there is a need to continue to work with both providers beyond June 30, 2018.  If approved, the recommended action will extend the current agreement with Uplift Family Services for an additional three-month period to provide sufficient time to transition currently enrolled youth to Central Star Behavioral Health with minimal disruption. 

 

If approved, the recommended Amendment will be effective upon execution through September 30, 2018, with the same terms and conditions unless either party provides written notice of non-renewal no later than sixty (60) days prior to the close of the current Agreement term.
