SUBJECT: Budget Resolution for Coalinga Disposal Site Enterprise Fund

RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing FY 2017-18 appropriations for Coalinga Disposal Site Enterprise, Org 9028 in the amount of $25,000 using available fund balance and Risk Management Loss Recovery Program funds, to replace a gate and monitoring equipment (4/5 vote).
REPORT
Approval of the recommended action will increase FY 2017-18 appropriations for Coalinga Disposal Site (CDS) Enterprise, Org 9028 in the amount of $25,000 to replace monitoring equipment stolen from the CDS and a gate destroyed during the theft.

ALTERNATIVE ACTION(S):

Your Board may deny the recommended action; however, failure to replace the monitoring equipment would subject the County to fines imposed by the Regional Water Quality Control Board (RWQCB). Not replacing the gate would fail to provide safety measures to prevent the theft from occurring again.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The resolution will increase appropriations by $25,000 [$6,500 using CDS Enterprise Fund available fund balance (Fund 0710, Subclass 15000, Org. 9028) and $18,500 from the Risk Management Loss Recovery Program (Fund 0001, Subclass 10000, Org. 5806)], to purchase the replacement monitoring equipment and gate.

DISCUSSION:

CDS is located one mile south of the City of Coalinga and consists of two parcels totaling 120 acres, which are owned by Chevron and leased to the County. CDS ceased accepting waste on November 10, 2009 and the County received a letter from Chevron on February 17, 2010 authorizing the permanent closure of CDS. Although CDS is no longer an active disposal site, the County continues to maintain and monitor the site, as required by law.
