SUBJECT:                     No Stopping signs on Parkway Drive between Herndon Avenue and north of Menlo Avenue

 

RECOMMENDED ACTION:

TITLE

Adopt Resolution authorizing No Stopping signs on Parkway Drive between Herndon Avenue, and north of Menlo Avenue and direct the Director of Public Works and Planning to install said No Stopping signs.

REPORT

Approval of the recommended action will allow the installation of No Stopping signs at this location, which are now appropriate due to improvements and upgrades made October 2017.  The signs will improve traffic safety by reminding motorists that stopping on the road is prohibited, guiding traffic, and prohibiting motorists bringing a vehicle to a complete stop upon the road so as to impede or block the normal and reasonable movement of traffic, unless the stop is necessary for safe operation or in compliance with law.  This item pertains to a location in District 1.

 

ALTERNATIVE ACTION:

 

If the recommended action is not approved by your Board, the signs will not be installed on Parkway Drive and traffic will continue to be obstructed or impeded.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The estimated cost is $575 for materials and $100 for equipment and labor that will be performed by Department of Public Works and Planning personnel.  Sufficient appropriations are included in the Department’s Roads Org 4510 FY 2017-18 Adopted Budget Fund 0010, Subclass 11000, Account 7260 (Special Departmental Expense).

 

DISCUSSION:

 

Parkway Drive is a two-lane county road that parallels Highway 99 to the west, at the northwestern part of Fresno.  The surrounding area is rural residential in nature, with homes on at least two-acre sized lots.  At the intersections with Herndon and Grantland Avenues are traffic signal controls.  Improvements and upgrades in October 2017 to the traffic signal at Herndon Avenue and Parkway Drive have improved traffic flows and reduced delays.  Herndon Avenue consists of two dedicated left-turn lanes and a dedicated right turn lane for westbound traffic.  Eastbound Herndon Avenue consists of one lane of travel east of Parkway Drive.  Parkway Drive consists of a through lane and a dedicated right-turn lane for northbound traffic.  Southbound lanes on Parkway Drive consist of a dedicated left-turn lane and a through lane. 

 

Due to High Speed Rail construction project activities, two nearby fuel stations east of State Route 99 have closed down, but the station (76 Gas Station) on the northeast corner of Herndon Avenue and Parkway Drive remains in business.  The influx of additional vehicles to this fueling station creates a long line with traffic backups on Parkway Drive, obstructing and impeding through traffic in the northbound and southbound directions and on Herndon Avenue. 

 

Studies performed by Department staff indicate that the installation of No Stopping signs on the east and west side of Parkway Drive north of Herndon Avenue is necessary to remind motorists not to obstruct traffic, necessary to guide traffic, and appropriate as such will improve traffic safety at this intersection.
