SUBJECT: Data Use Agreement for Healthy Start Grantees
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Data Use Agreement with California Department of Public Health, for participation in a national Healthy Start evaluation, effective upon execution through May 31, 2019 ($0).
REPORT
Approval of the recommended action will allow the Department of Public Health to share specific Fresno County Baby First program participant data with California Department of Public Health (CDPH) as part of a national Health Start evaluation to be conducted by the Federal Maternal Child Health Bureau, Health Resources and Services Administration (HRSA). The recommended agreement will establish protocols and restrictions governing data information sharing between CDPH and the County, a Healthy Start grantee, with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board not approve the recommended action, the Department would not be able to share specific Babies First program participant data with CDPH.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The data from consenting program participants will be shared through an encrypted email document by Department Babies First program staff as part of their regular assigned duties.
DISCUSSION:
In December 2014, the Board accepted Federal Healthy Start Initiative: Eliminating Disparities in Perinatal Health Level 1 funding for the Department’s Babies First program to continue services to reduce disparities in infant mortality and adverse perinatal outcomes in the County. Participation in the national Healthy Start evaluation, to be conducted by HRSA, is a condition of the grant.
Approval of the recommended action will allow Babies First to provide certain personally identifiable data, linkage variables, to CDPH for program participants who consent to participate in the national Healthy Start study. CDPH will use the linkage variables from consenting program participants to link with information provided on birth and death records associated with these participants. CDPH will then submit the linked data and de-identified annual birth data for the County to HRSA to tabulate data.
