SUBJECT:                     Retroactive Master Agreement with various school districts for the coordination of mental health services to underserved and un-served children and youth and their families.

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute a retroactive Master Agreement with various School Districts for the coordination of mental health services at various school Districts, effective July 1, 2018 through June 30, 2023, which includes a three-year base contract and two optional one-year extensions ($0).

 

2.                     Authorize the Director of the Department of Behavioral Health or designee to add and/or delete School Districts at any time during the term of the recommended Agreement.

REPORT

Approval of the first recommended action allows for the provision of comprehensive mental health treatment services to underserved and un-served children and youth and their families at school sites.  The second recommended action authorizes the Director and/or designee to add and/or remove school districts as a participant to the agreement with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

There are no alternative actions.  Should the recommended actions not be approved, there will be an interruption in mental health services for approximately 1,000 unique children and youth and their families within Fresno County School Districts.

 

RETROACTIVE AGREEMENT:

 

The recommended agreement is retroactive to July 1, 2018 due to an extended period of review and negotiation with the various school districts considering the recommended agreement.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost or County match associated with the recommended actions.  The recommended agreement allows for continued services for school districts with service obligations to be performed without payment of any monetary compensation by either County or School Districts.

 

DISCUSSION:

 

The coordination of services to underserved and un-served children and youth at school sites was initiated in January 2008 with the approval of expansion and enhancement of Mental Health Services Act (MHSA), Community Services and Supports for comprehensive mental health treatment services approved by the State Department of Health Care Services. 

The recommended agreement allows the Department of Behavioral Health to continue to provide mental health treatment services at specified school districts, kindergarten through high schools, throughout Fresno County.  Services are provided by the Department’s school based metropolitan and rural teams.  Services to the districts include comprehensive mental health treatment for individuals, group and family therapy services, collateral and case management services.  School districts will provide for adequate office space to allow for appropriate services, which ensures child/youth confidentiality, free of disruption, and promotes the safety and well-being of children receiving services.  Referrals and scheduled appointments will be coordinated between the Department’s on-site clinician and designated school site coordinator.  Services are on a voluntary basis and can be refused by the child’s parent/guardian.

 

The recommended agreement allows for a five (5) year term and can be terminated by County, Department of Behavioral Health Director and/or designee or School Districts giving a sixty (60) day advance written notice of an intention to terminate.  Upon approval by your Board, the recommended actions will be effective July 1, 2018.
