RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute Program Supplement Agreement No. N252 Rev. 1 to Administering Agency-State Master Agreement for Federal Aid Project No. 06-5942R with California Department of Transportation for Federal Project No. BRLO-5942(238) Ennis Road over Sand Creek Bridge ($100,000).

REPORT

Approval of the recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.  The project consists of replacement of the existing Sand Creek Bridge to meet current standards.  The bridge is located on Ennis Road, 0.3 miles south of George Smith Road.  The PSA will provide funding for the project’s right-of-way phase. This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.  If your Board does not approve the recommended agreement, it will result in de-obligation of the allocated funding.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The estimated total cost for the project is $480,000.  Approval of the recommended action will provide $100,000 for right-of-way phase.  On October 28, 2018, your Board approved $40,000 for the preliminary engineering phase.  Caltrans later approved the amendment modification to add $340,000 for the total of $380,000.  The PSA will allow for 100% cost reimbursement up to $480,000 from the Federal Highway Bridge Program (HBP) along with toll credits.  Sufficient appropriations and estimated revenues will be included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Recommended Budget.  Upon completion of the right-of-way phase, additional funds will be obligated for construction.

 

 

 

DISCUSSION:

 

Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942R for Federal Aid projects, approved by the Board of Supervisors on March 13, 2007, as Agreement No. 07-083, which requires a PSA to be executed as each project phase is funded. The PSA amends the Master Agreement to designate the County as the Administering Agency for the project, identifies the amount of Federal funds requested and available to the County, and provides a basis for Caltrans to reimburse the County for expenditures incurred during the project.  As the Administering Agency the County will conform to all regulations and procedures relating to Federal-aid program.

 

The proposed project consists of replacing and realigning the Sand Creek Bridge on Ennis Road, 0.3 miles south of George Smith Road.  The project will replace the existing functionally obsolete, single-span bridge and non-standard guardrail with a new bridge that meets current standards.  Hummingbird Lane will be realigned near its intersection with Ennis Road to meet current standards.
