SUBJECT:                     Probation Department Salary Resolution Amendment

 

RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution adding three Deputy Probation Officer positions and six Probation Technician positions to Probation Org 3430 effective August 13, 2018 as reflected in Appendix D.

REPORT

There is no additional Net County Cost associated with the recommended action. All positions included in the recommended action will be funded with Assembly Bill Public Safety Realignment Act (AB 109) revenue. Appropriations and estimated revenue associated with these positions are included in the FY 2018-19 Recommended Probation Org 3430 Budget. These positions were approved by the Community Corrections Partnership (CCP) on June 11, 2018 in order to expand Probation’s Pretrial Program.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If your Board were to not approve the recommended action, the Probation Department’s positions will remain unchanged. If the positions remain unchanged, the Pretrial Program would potentially need to limit the number of clients in the program or reduce the level of supervision of clients, both of which may result in an impact to community safety.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action; the positions and associated costs are fully offset with AB 109 funds. Appropriations and estimated revenue associated with these positions are included in the FY 2018-19 Recommended Probation Org 3430 Budget.

 

DISCUSSION:

 

On June 11, 2018, the CCP approved the expansion of Probation’s Pretrial Program. The initial CCP Plan included the formation of a Pretrial Program to help jail overcrowding by providing alternatives to incarceration for individuals that have been deemed to be a lower threat to public safety, based on a validated risk assessment. The recommended action before your Board is consistent with the approved CCP Plan.

 

The current Pretrial program is staffed to supervise 240 participants. The current staffing for the program includes one Probation Services Manager position, seven Deputy Probation Officer positions, eight Probation Technician positions, and one Office Assistant position.  The number of participants in the Pretrial has increased over the last six months to over 370 as of June 2018.  The recommended additional staff including three additional Deputy Probation Officer and six additional Probation Technician positions will provide the necessary staffing to address the increase in Pretrial participants.
