SUBJECT:                     Amendment I to Agreement with the City of Reedley

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement No. 18-071 with the City of Reedley for the Reedley City Street Improvements, Phase VIII, Community Development Block Grant Project No. 17571, effective upon execution with no change in term to February 14, 2019 and increasing the maximum by $92,859 to a total of $334,589.

REPORT

Approval of the recommended action will provide additional Community Development Block Grant (CDBG) funding for the Reedley City Street Improvements, Phase VIII Project (Project), originally approved by your Board on March 6, 2018.  The added funds are available from the City of Reedley’s (City) 2018-19 CDBG funds and are needed to offset a portion of the City’s local financial contribution.  This item pertains to locations in District 4.

 

ALTERNATIVE ACTION(S):

 

If the proposed amendment is not approved, the City would have to find another eligible use for its CDBG funds, potentially impacting the ability of the County to meet its timely expenditure obligations to the U.S. Department of Housing and Urban Development.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The recommended amendment will increase CDBG funding for the Reedley City Street Improvements, Phase VIII Project from the City’s CDBG allocation by $92,859, bringing the total CDBG funding for the Project to $334,589.  The additional CDBG funds are included in the FY 2018-19 Department of Public Works and Planning - Community Development Block Grant Org 7205 Recommended Budget.  CDBG funds are provided on a reimbursement basis.  The City will provide all sums of money in excess of the CDBG funds that may be necessary to complete the Project.

 

DISCUSSION:

 

On March 6, 2018, your Board approved the Reedley City Street Improvements, Phase VIII Project No. 17571, in the amount of $241,730.  The agreement provided CDBG funds to the City on a reimbursement basis for the reconstruction of the roadway within the project area.  The Project will include the installation or modification of sidewalks, crosswalks, and curb ramps to meet Americans with Disabilities Act requirements where non-existent or non-compliant.  The Project also includes the replacement of an existing 8-inch asbestos cement water main with an 8-inch PVC water main, sanitary sewer repair, and upsizing storm drain main lines from 24-inch to 30-inch on Dinuba Avenue, and from 18-inch to 24-inch on East Avenue, within the project limits.  Existing signs, pavement markings, curbs, gutters, sidewalks, and landscaping may be modified, replaced, and/or relocated to accommodate the proposed improvements.  The Project is located on Dinuba Avenue from the Southern Pacific Railroad to East Avenue and on East Avenue from Dinuba Avenue to Lincoln Avenue in the City of Reedley.

 

With your Board’s approval, Amendment I to Agreement No. 18-071 will increase the total CDBG funds allocated to this project from $241,730 to $334,589.  The increase is necessary to reduce the City’s local financial contribution from $533,920 to $441,061.  The additional CDBG funds are available from the City’s 2018-19 CDBG allocation.  All remaining provisions of the agreement will remain in full force and effect.

Amendment I to the Agreement has been reviewed and approved by the City of Reedley.
