RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Agreement with the Tranquillity Public Utility District for the Tranquillity Lift Station Replacement, Community Development Block Grant Project No. 18711 ($217,300).

REPORT

Approval of the recommended action will provide Community Development Block Grant (CDBG) funding for the Tranquillity Lift Station Replacement Project (Project), included in the County’s 2018-19 Action Plan approved by your Board on June 5, 2018.  The Project is estimated at $217,300; should it be necessary, the Tranquillity Public Utility District (District) will provide a local financial contribution to complete the Project.  This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

Your Board may reject the Project, amend the 2018-19 Action Plan to modify or delete the Project, and direct staff to identify another project from the 2018-19 Back-Up list for consideration.  However, deletion may impact the County’s ability to meet its CDBG expenditure timelines set by the U.S. Department of Housing and Urban Development.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  CDBG funds in the amount of $217,300 from the County’s unincorporated area allocation are included in the FY 2018-19 Department of Public Works and Planning - Community Development Block Grant Org 7205 Recommended Budget.  The funds are provided on a reimbursement basis.  The total estimated cost is $217,300.  The District will provide a local financial contribution in excess of the CDBG funds that would be necessary to complete the Project by February 28, 2020.

 

DISCUSSION:

 

On June 5, 2018, your Board approved the 2018-19 Unincorporated Area Projects list as part of the Annual Action Plan, which included the Tranquillity Lift Station Replacement Project.

 

The Project will replace the existing sewer lift station and appurtenant infrastructure, which conveys wastewater from the community to the nearby wastewater treatment facility.  The existing concrete lift station has exceeded its useful life, and will be replaced with a more efficient, reliable, and corrosion-resistant version.  The Project is located on the south corner of Juanche and Silvera Streets in the unincorporated community of Tranquillity, and is expected to be completed by February 28, 2020.

 

In addition to providing local funds in excess of the CDBG funds for the Project, the recommended agreement requires that the District prepare plans and specifications for the Project that conform to Federal and State regulations governing Federally-assisted projects.  The recommended agreement also provides that the District will be responsible for the advertising and awarding of the Project to the lowest responsible bidder and for completion of the necessary construction engineering.  The County agrees to review and approve the plans and specifications for compliance with Federal regulations prior to the District advertising the Project for bid.  The District agrees to maintain the improvements after project completion.

 

Initial Study/Environmental Assessment No. 7470 was completed for the Project under the provisions of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  Based on the environmental review, the Project is categorically exempt from the provisions of the CEQA Guidelines under Section 15302, Class 2 - Replacement and Reconstruction.  Under Section 15302, a Class 2 exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced, and will substantially have the same purpose and capacity as the structure replaced.  It has also been determined that the Project is exempt per Section 58.34(a)(12) of the NEPA Guidelines because the Project meets the requirements for a categorical exclusion under Section 58.35(a)(1).

 

With your Board’s approval, the CDBG allocation of $217,300 will be made to the Tranquillity Public Utility District for the Tranquillity Lift Station Replacement Project, which was listed in the County’s 2018-19 Action Plan.

 

OTHER REVIEWING AGENCIES:

 

The recommended agreement has been reviewed and approved by the Tranquillity Public Utility District.
