SUBJECT:                     Budget Resolutions for the Purchase of a Used Dental Chair and Related Equipment

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues for Local Health and Welfare Trust Fund 0135, Health Org 52430301 in the amount of $38,316 (4/5 vote); and

 

2.                     Adopt Budget Resolution increasing the FY 2018-19 appropriations and estimated revenues for Public Health Org 5620 in the amount of $38,316, for the purchase of a used dental chair and related equipment (4/5 vote).

REPORT

Approval of the recommended actions will increase the Department of Public Health’s FY 2018-19 appropriations and estimated revenues to purchase the used dental chair and related equipment originally purchased and installed by Corizon Health, Inc. (Corizon) at the Juvenile Justice Campus (JJC).  The purchase of the dental chair and equipment will allow continued on-site delivery of dental care services for the JJC youth. The total cost of the dental chair and equipment ($38,316) will be funded by Vehicle License Fee revenue, Health Org 52430301, with no increase in Net County Cost.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, the dental chair and equipment will be removed by Corizon Health, Inc. and JJC youth will be transported off-site to receive dental care services.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  Approval of the first recommended action will increase the FY 2018-19 appropriations and estimated revenues in Health Org 52430301 in the amount of $38,316 from Vehicle License Fee revenue that was not included in the FY 2018-19 Recommended Budget.  The revenue will be used to fund an Operating Transfer Out to the Department of Public Health Org 5620 to cover costs associated with the purchase of the used dental chair and related equipment.  Approval of the second recommended action will increase the FY 2018-19 Recommended Budget appropriations and estimated revenues in the Department’s Org 5620, in the amount of $38,316, through an Operating Transfer In from the Local Health and Welfare Trust Fund 0135, Subclass 10000, Health Org 52430301 for the purchase the dental chair and related equipment. 

 

DISCUSSION:

 

In June 2014 Corizon was contracted by the County to provide medical and behavioral health care services to the youth housed at JJC. 

 

In order to more efficiently serve the JJC youth, by providing dental care services on-site, Corizon purchased and installed a dental suite at the JJC medical clinic area consisting of a dental chair and accessories, dental tools, dental stools and cabinet, sterilization equipment, digital imaging equipment and mechanical room equipment to power the dental chair unit.  The total purchase price paid by Corizon in December 2014 was $70,956.65.

 

Agreement No.14-118 with Corizon approved by the Board in March 25, 2014 terminated on June 30, 2018 and contained the provision that allowed the County the right to purchase any equipment procured by Corizon for on-site use, upon termination of the agreement.  Corizon offered to sell the used dental chair and equipment, which continue to be in very good condition, to the County for $38,316.  The sale price was based on the book value of the dental chair and equipment including a charge for the original installation cost.  The purchase of the dental chair will continue to deliver on-site uninterrupted dental care services to the youth at the JJC.
