Title: 1. Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of an authorized child passenger safety technician qualified as Lead Instructor meeting specified National Highway Traffic Safety Administration requirements for the Department of Public Health; and 2. Approve and authorize the Chairman to execute a retroactive Agreement with Kimberly Wilson, d.b.a. BabySafe of Fresno, to provide educational classes regarding child passenger safety restraint systems, effective July 1, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one year extensions, total not to exceed $110,500.

RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of an authorized child passenger safety technician qualified as Lead Instructor meeting specified National Highway Traffic Safety Administration requirements for the Department of Public Health; and

2. Approve and authorize the Chairman to execute a retroactive Agreement with Kimberly Wilson, d.b.a. BabySafe of Fresno, to provide educational classes regarding child passenger safety restraint systems, effective July 1, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one year extensions, total not to exceed $110,500.
REPORT
Approval of the recommended actions will allow the Department of Public Health to continue to utilize Kim Wilson, a Child Passenger Safety Lead Instructor certified by the National Highway Traffic Safety Administration (NHTSA), to provide educational classes to eligible community members and formal training to individuals seeking Child Passenger Safety Technician (CPST) certification. The services will be funded with through fines paid by violators of child car passenger safety codes, with no increase in Net County Cost. This item is countywide.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended actions, the Department would not be able to provide child passenger safety classes using a NHTSA-certified Lead Instructor.
