SUBJECT:                     Amendment to Agreement with Cornerstone Structural Engineering Group, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute the First Amendment to Agreement No. 13-557 with Cornerstone Structural Engineering Group, Inc., for engineering consultant services related to the Outside Canal Bridge Replacement Project on Russell Avenue, Federal Project No. BRLS-5942(195) extending the maximum term by five years (three-year base contract with two optional one-year renewals) from September 10, 2018 to September 10, 2023, with no increase in the maximum of $599,656.

REPORT

The recommended action will extend the performance period of the agreement for an additional maximum five-year term to allow the consultant to complete the design and provide technical expertise during construction.  On September 13, 2013, the Cornerstone Structural Engineering Group (Cornerstone), Inc., was selected as the most qualified design engineering consultant following a Request for Proposal process.  The extension is due to a lengthy environmental review and right of way acquisition phase, the latter of which is likely to extend beyond the initial five-year term.  This item pertains to a location in District 1. 

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the agreement will expire by its terms on September 10, 2018, and the project will be delayed, potentially jeopardizing Federal funds. In addition, selecting a different consultant would not be feasible, as continuity of design of the project would be impacted.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The Federal Highway Bridge Replacement Program will provide 88.53% or approximately $530,875 of Cornerstone’s fee for the Outside Canal Bridge Replacement Project on Russell Avenue.  The local match (11.47% or approximately $68,780) will be paid out of Road Fund 0010.  Sufficient appropriations and estimated revenues for the project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Recommended Budget.

 

DISCUSSION:

 

The proposed project consists of replacing the structurally deficient Outside Canal Bridge on Russell Avenue, 3.9 miles north of Nees Avenue, 9 miles west of the city limits of the City of Firebaugh, with a new structure that meets current standards. 

 

On September 10, 2013, the Board executed Agreement No. 13-557 with Cornerstone to provide design engineering, environmental studies, and construction oversight for the project for a five-year term.  Due to a lengthy environmental review and right of way acquisition phase, an amendment is needed to extend the term of the agreement for an additional three years with two optional one-year renewals.  The extension will allow Cornerstone to complete the design phase and conduct construction oversight while allowing some flexibility to complete the project based on funding availability.

 

It is anticipated that construction may commence as soon as the fall of 2018, and be completed the following spring; however, finalizing utility agreements or funding availability could affect the commencement schedule.  The Department of Public Works and Planning will return to your Board at a later date with a request to award the construction contract.

 

With your Board’s approval, the agreement with Cornerstone will be extended through September 10, 2023.

 

OTHER REVIEWING AGENCIES:

 

California Department of Transportation provides oversight on local transportation projects where Federal funds are allocated.
