SUBJECT: Active Transportation Program Project Funding Applications

RECOMMENDED ACTION(S):
TITLE
Retroactively authorize the Department of Public Works and Planning's prior submittals of the Cycle 4 Statewide Active Transportation Program Applications for the combined total of $2,788,000 to the California Department of Transportation.
REPORT
On July 31, 2018 the Director of the Department of Public Works and Planning submitted funding applications for a Biola Avenue Walkway ($1,313,000), a Fancher Creek Bridle Trail ($548,000), and the Valentine Avenue Pedestrian Path ($927,000) to the California Department of Transportation (Caltrans) for Active Transportation Program (ATP) funding to meet the program deadline of July 31, 2018, contingent upon your Board's approval. The projects are further detailed on Attachment A. This item pertains to locations in Districts 1 and 5.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the ATP applications submitted to Caltrans will be withdrawn from funding consideration.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. If grant applications are approved, there may be a local match requirement, which would be funded by the Department of Public Works and Planning - Road Fund 0010. If the applications are approved, the Department will return to your Board with any necessary resolutions.

DISCUSSION:

The ATP was created by Senate Bill 99 and Assembly Bill 101 and signed into law by Governor Brown on September 26, 2013. The ATP combines various elements from the Transportation Enhancements, Recreational Trails, and the Safe Routes to School programs into a new program. The ATP is funded from various Federal and State funds appropriated in the annual Budget Act.
