RECOMMENDED ACTION(S):

Adopt a Resolution approving election consolidation requests filed by the following entities for the November 6, 2018 Statewide General Election:

REPORT
There is no increase in Net County Cost associated with the recommended action. The above listed entities have called for elections on November 6, 2018, the date of the Statewide General Election, an established election date. Consolidation of elections for these entities will allow them to participate in the November 6, 2018 Statewide General Election. All entities will be billed their pro-rata share of election costs. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. If the recommended action is not approved the requesting entities will not be able to participate in the November 6, 2018 Statewide General Election.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Consolidation will increase the overall cost of the election, which will be shared by all entities involved in the election. The total estimated consolidated cost of the November 6, 2018 Statewide General Election is $2,321,256 with anticipated offsetting revenue of $530,227 (23%). Sufficient appropriations and estimated revenues are included in the Department’s Org 28500600 FY 2018-19 Recommended Budget.
DISCUSSION:
The governing boards or council, as applicable, of each of the above listed public agencies have called for elections on November 6, 2018, requesting that the Board of Supervisors order the consolidation of the elections, and stated on behalf of their agency that it will reimburse the County for costs incurred in conducting the agency’s election. State Elections Code section 10401 provides that when one of the elections to be consolidated is a statewide election, the Board of Supervisors may order the consolidation of the elections. Each agency will receive an invoice for its pro-rata share of the incurred elections costs in accordance with State Elections Code section 10416(c).
