SUBJECT: Moving expenses for Fresno County Health Officer

RECOMMENDED ACTION(S):
TITLE
Approve the payment of moving expenses for Dr. Sara Goldgraben, Fresno County Health Officer ($1,073.78).
REPORT
Approval of the recommended action will allow for payment of moving expenses for Health Officer Dr. Sara Goldgraben's relocation from Lake County to Fresno County. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board could choose not to approve all or partial reimbursement of moving expenses.

FISCAL IMPACT:

Due to extraordinary circumstances, although Dr. Goldgraben began the process, she was not able to secure two responsible bids for moving expenses, as required by Fresno County Management Directive 590 - Moving Expense Reimbursement for Newly Hired Employees. However, the Management Directive allows your Board to make an exception to this policy when there are unusual circumstances that necessitate a variance. The unusual circumstance was a massive fire near her home, which forced her to act immediately and prevented her from completing the task of seeking the two responsible bids as she was required to move her items immediately. Actual moving expenses totaled $1,073.78 and included ground-shipping charges ($730.17), packing supplies ($153.73), fuel ($121.46), and a truck rental ($57.43). Sufficient appropriations and estimated revenues are included in the Department's Org 5620 FY 2018-19 Adopted Budget.

DISCUSSION:

Fresno County Management Directive 590 - Moving Expense Reimbursement for Newly Hired Employees authorizes reimbursement of moving expenses for newly hired employees following a state/nationwide recruitment to seek the most qualified candidates. With approval from the County Administrative Officer, the Health Officer position is eligible for such reimbursement.
