RECOMMENDED ACTION(S):

TITLE

Approve and authorize Chairman to execute an Agreement with Central Valley Children’s Services Network to provide an evidence-based parenting program effective October 1, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, not to exceed $500,000.

REPORT

There is no Net County Cost associated with the recommended actions, as all costs for this agreement are fully offset with Public Safety Realignment Act (AB 109) revenue. Approval of the recommended actions will provide an evidence-based parenting program to probationers who have children or who are expecting children.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the evidence-based parenting classes provided in the recommended agreement will not be provided.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. Funding for this agreement is fully offset with AB 109 revenue. The maximum annual compensation for this agreement is $100,000 with a maximum compensation for the full 5 year term totaling $500,000. Appropriations and estimated revenues are included in Probation’s FY 2018-19 Adopted Org 3430 Budget. Funding for subsequent years of this agreement will be included in Probation’s requested budget for each respective fiscal year.

 

DISCUSSION:

 

The Community Corrections Partnership (CCP) Executive Committee approved funding for an evidence-based parenting program on July 27, 2017, and approved the scope of work for the program on September 15, 2017. The Purchasing Division issued Request for Proposal (RFP) #18-045 on April 13, 2018 seeking interested contractors to provide the program. The RFP indicated that $100,000 would be available annually for the program. Responses to the RFP were required to demonstrate how these funds would be utilized to provide an evidence-based parenting program.

 

A total of four proposals were received in response to the RFP. The review committee included members from the Probation Department and the Department of Internal Services, Information Technology Services Division.  The review committee unanimously recommended Central Valley Children’s Services Network be awarded the agreement.

 

In accordance with the recommended agreement, Central Valley Children’s Services Network will provide an evidence-based parenting program for probationers of any age who are parents or expecting to become parents. Central Valley Children’s Services Network’s Family Connections program will include 14 sessions and is based on the nationally recognized evidence-based Nurturing Parenting Program (NPP). NPP is designed to help families replace negative patterns with new, positive, nurturing patterns. NPP is targeted specifically for high risk families who are at risk or already receiving social services in order to build nurturing parenting skills as an alternative to abusive and neglecting practices. The Family Connections program will serve and enroll annually a total of 60 individuals in five cohorts of 12.

 

In addition to using evidence-based programming, Central Valley Children’s Services Network showed a strong understanding of the needs of the target population by offering English and Spanish classes in both day and evening in three locations that are easily accessible to the target population. Among the goals of the program are to have 80% of participants receive a certificate of completion, have 80% of participants improve in at least two constructs identified in the initial assessment, and have 75% of parents completing the program indicate they learned at least three new things.

 

The Family Connections program will also provide individuals in the program with access to support services including: enriched child care for parents attending their class, employment related assistance, and assessments for parents to provide them with resources and referrals for basic needs.
