SUBJECT:                     Right-of-Way Acquisition for Reedley Main Canal Bridge Replacement Project on Englehart Avenue - Federal Project No. BRLO-5942(239)

 

RECOMMENDED ACTION(S):

TITLE

Accept the Easement Deed and authorize the Chairman to execute the Right-of-Way Contract to facilitate the Reedley Main Canal Bridge Replacement Project, Federal Project No. BRLO-5942(239) on Englehart Avenue for a total monetary consideration of $5,200.

REPORT

Approval of the recommended action will authorize the purchase of additional right-of-way required to facilitate the construction of the Reedley Main Canal Bridge Replacement Project on Englehart Avenue, as shown on Exhibit A. This item pertains to a location in District 4.

 

ALTERNATIVE ACTION(S):

 

Your Board may reject the purchase of this right-of-way; however, this would prevent the County from obtaining the necessary right-of-way to proceed with the project.  If the necessary right-of-way is not acquired, the project will be cancelled and all funds received for the project will have to be returned to the Federal Highway Administration.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  This project is eligible for 100% reimbursement under the Federal Highway Bridge Program (HBP) along with toll credits, which are allocated to local agencies by the California Department of Transportation (Caltrans) to be used in lieu of matching funds the agency would otherwise have to pay on Federally-funded transportation projects.  A check will be issued from the Road Fund 0010, made payable to the individual grantor listed below.  Sufficient appropriations for this project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Adopted Budget. 

 

Listed below are the owners, mailing address, amount for this parcel, and the basis of the compensation associated with the parcel:

 

                     Parcel 1 (APN 333-310-15) - Monte J. Young and Connie M. Young, Trustees, 1550 Kamm Ave #130, Kingsburg CA 93631 - $5,200. This payment is for a 0.080-acre bridge easement, 45 linear feet of irrigation pipeline, two mandarin trees, a drip line, and severance damages to the remainder, if any.

 

Of the total compensation authorized pursuant to the recommended action, all $5,200 is for a permanent bridge easement.

 

DISCUSSION:

 

The proposed project consists of replacing the deficient one-lane Reedley Main Canal Bridge on Englehart Avenue, 0.3 miles north of American Avenue with a new box culvert structure that meets current standards.  The proposed box culvert structure is 57 feet in length with an approximate - 55 feet curb-to-curb width that will carry two 12-foot wide travel lanes and a four-foot wide shoulder.  The approaches will be taper widened and will be improved up to 158 feet on the south side of the bridge and 285 feet on the north side of the bridge.

 

Construction is anticipated to commence in fall of 2020.
