SUBJECT: Amendment to Agreement with Biggs Cardosa Associates, Inc.

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Agreement No. 13-623 with Biggs Cardosa Associates, Inc., for engineering consultant services related to the Travers Creek Bridge Replacement Project on Manning Avenue, Federal Project No. BRLS-5942(198) extending the maximum term by five years (three-year base contract with two optional one-year renewals) from October 8, 2018 to October 8, 2023, with no increase in the maximum amount of $566,372.
REPORT
Approval of the recommended action will extend the performance period of the agreement for an additional maximum five-year term to allow the consultant to complete the design and provide technical expertise during construction. On October 8, 2013, Biggs Cardosa Associates, Inc., was selected as the most qualified design engineering consultant following a Request for Proposal process. The extension is due to a lengthy right-of-way acquisition phase. This item pertains to a location in District 4.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the agreement will expire by its terms on October 8, 2018, and the project will be delayed, potentially jeopardizing Federal funds. In addition, selecting a different consultant would not be feasible, as continuity of design of the project would be impacted.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The Federal Highway Bridge Program provides up to 88.53% or $501,409 of Biggs Cardosa's fee for the Travers Creek Bridge Replacement Project on Manning Avenue. The local match (approximately 11.47% or $64,963) will be paid out of Road Fund 0010.
