RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the acceptance of grant funding in the amount of $94,985 awarded to the County by the San Joaquin Valley Air Pollution Control District, Public Benefit Grants Program - New Alternative Fuel Vehicle Purchase, to fund seven (7) new 2018 Global Electric Motorcars electric carts.

 

2.                     Adopt Budget Resolution Increasing the FY 2018-19 appropriations and estimated revenues for the Internal Services Department, Fleet Services Org 8911, in the amount of $94,985 for the purchase of seven (7) new 2018 Global Electric Motorcars Electric carts (4/5 vote).

 

3.                     Authorize the Director of Internal Services/Chief Information Officer or his/her designee to execute all grant related documents for the purpose of securing grant funds to implement and administer the San Joaquin Valley Air Pollution Control District, Public Benefit Grants Program -- New Alternative Fuel Vehicle Purchase.

REPORT

Approval of the recommended actions will allow the Internal Services Department - Fleet Services Division (Fleet Services) to accept grant funding in the amount of $94,985 from the San Joaquin Valley Air Pollution Control District (SJVAPCD), Public Benefit Grants Program - New Alternative Fuel Vehicle Purchase to purchase seven (7) new 2018 Global Electric Motorcars (GEM) electric carts. It will also authorize the Director of Internal Services/Chief Information Officer or his/her designee to execute all grant related document for the purpose of securing the grant funds provided by the SJVAPCD. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no alternative action. If the grant is not accepted by the County, the awarded grant funds will be denied and the vehicles will not be purchased.

 

FISCAL IMPACT:

 

There is no additional net County cost associated with the recommended actions. The SJVAPCD, Public Benefit Grant Program - New Alternative Fuel Vehicle Purchase will provide funding for the purchase of seven (7) 2018 GEM electric carts on a reimbursement basis.  Approval of the second recommended action will increase the appropriations and estimated revenues by $94,985 in the FY 2018-19 Internal Services Department - Fleet Services Org 8911 to allow for the purchase. Any ongoing maintenance and use costs for the new carts will be recovered through chargebacks from the benefiting department to which the cart is ultimately assigned.  Sufficient maintenance and use costs will estimated and requested in future budget years.      

 

DISCUSSION:

 

The SJVAPCD is a public health agency whose mission is to improve the health and quality of life for all Valley residents through efficient, effective, and entrepreneurial air quality-management strategies. SJVAPCD’s Public Benefit Grants Program - New Alternative Fuel Vehicle Purchase program accepts applications on an on-going basis to help fund the purchase of original equipment manufacturer electric, hybrid or alternative fuel vehicles. The applications are reviewed on a first-come, first-serve basis and is an ongoing program until funds are exhausted. If the application is approved by SJVAPCD, SJVAPCD requires that the vehicles be purchased upfront by the grant applying entity. SJVAPCD then provides reimbursement up to $100,000 total and up to $20,000 for each vehicle purchased.

 

On October 17, 2017, your Board approved the submission of a grant application to the SJVAPCD Public Benefit Grants Program - New Alternative Fuel Vehicle Purchase program on behalf of Fleet Services to purchase seven (7) new 2018 GEM electric carts. Fleet Services recently received notice from SJVAPCD that grant funding in the amount of $94,985 was approved.

 

Approval of the first two recommended actions will enable Fleet Services to purchase the seven (7) new 2018 two-person GEM electric utility carts, which will increase the overall fuel efficiency of Fleet Services. Approval of the third recommended action delegates authority to the Director of Internal Services/Chief Information Officer or his/her designee to execute all grant related documents for the purpose of securing the SJVAPCD grant funds.
