SUBJECT:                     Agreement with Fresno Unified School District for the Coordination of Various Prevention and Treatment Services

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute a retroactive Agreement with Fresno Unified School District for the coordination of various prevention and treatment services at Fresno Unified school sites, effective July 1, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions ($0).

 

2.                     Authorize the Director of the Department of Behavioral Health or designee to add and/or remove Service Providers at any time during the term of the recommended Agreement.

REPORT

The first recommended action allows for the provision of comprehensive prevention and treatment services to students at school sites.  The sole purpose of this agreement is to gain access to Fresno Unified School District's student population to provide these existing services.  The second recommended action authorizes the Director of the Department of Behavioral Health or designee to add/or remove service providers as participants to the agreement, with no Net County Cost.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternatives.  Should the recommended actions not be approved, available prevention and treatment services will not be provided to students at Fresno Unified School District (FUSD) school sites.

 

RETROACTIVE AGREEMENT:

 

The recommended Agreement was originally scheduled to come before your Board on June 12, 2018.  However, lengthy discussions regarding HIPAA and Indemnity language continued this item.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  The recommended Agreement allows for services between service providers and Fresno Unified School District school sites with service obligations to be performed without payment of any monetary compensation by either the County or the Fresno Unified School District, one to another.  The County will not incur any additional costs, as the sole purpose of this agreement is to gain access to Fresno Unified School District's student population to provide existing services.  The County will be providing Fresno Unified access to a currently maintained list of approved providers that is also published on the Department website. 

 

DISCUSSION:

 

Fresno County receives funding from the State of California to provide prevention, treatment, and ancillary services to youth that are residents of Fresno County.  A large number of the targeted youth that need these services attend school sites within Fresno Unified School District. 

 

Prevention includes the promotion of constructive lifestyles and norms that discourage destructive behaviors.  Prevention is achieved through the application of multiple strategies; it is an ongoing process that must relate to each emerging generation.  The term “prevention” is reserved for those interventions that occur before the initial onset of a disorder when treatment services are then needed.

 

The recommended agreement allows for service providers, including County staff from the Department of Behavioral Health and the Department of Public Health, to gain access to Fresno Unified school sites for implementation of existing prevention and treatment services.  Fresno Unified will provide both access to the school sites and adequate office/classroom space to allow for appropriate services, which ensures youth confidentiality, are free of disruption, and promotes the safety and well-being of youth receiving services.  Scheduling of services will be coordinated between the approved Service Provider(s) and the designated school site coordinator without any additional cost to the County.  County will provide Fresno Unified access to an updated list of approved service providers without any additional cost to the County.

 

The recommended agreement allows for a three (3) year term with two (2) extensions of one (1) year each and can be terminated with a 30-day advance written notice of an intention to terminate.
