RECOMMENDED ACTION(S):

TITLE

Adopt Resolution authorizing and approving Submittal of Applications for Payment Programs and Related Authorizations to the California Department of Resources Recycling and Recovery for the Fresno County Recycling Market Development Zone.

REPORT

Fresno County’s Recycling Market Development Zone (RMDZ) provides the County with continued access to California Department of Resources Recycling and Recovery (CalRecycle) assistance through funding programs and loans to businesses and technical assistance.  The County’s RMDZ Program is designed to combine recycling with economic development to fuel new businesses, expand existing ones, create jobs, and divert waste from landfills. CalRecycle has requested that the term be effective until rescinded by the Signature Authority or this Governing Body.  This item is countywide.

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  Costs for ongoing RMDZ administration and programming would be funded through the $0.65 per ton surcharge fee, which is a component of the $3.41 per ton Solid Waste Surcharge Fee collected on all tonnage that is landfilled.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning, Resources Division, Org 9015, FY 2018-19 Adopted Budget.

 

DISCUSSION:

 

To meet the established requirements of Assembly Bill 939: Integrated Waste Management Act (AB 939), cities, counties, and businesses have invested in separating secondary materials (e.g., paper, plastics, metals, green waste, etc.) from the waste stream.  The County’s and Cities’ Source Reduction and Recycling Elements (SRREs) recognize that one way to help offset the costs of this diversion is by creating markets for these secondary materials.  Participation in a market development program, such as the RMDZ, increases the demand for the secondary materials as feedstock for new and existing manufacturers, which encourages recycling, generates sales, and increases local revenues.

 

 

In April 1993, the County and the 15 cities located within the County entered into a Memorandum of Understanding (MOU) to provide funding for a variety of AB 939 compliance-related activities.  Two additional successor MOUs were executed in June 2004 and in January 2009. In 1994, the County and 12 of the 15 cities applied to the California Integrated Waste Management Board (CIWMB), now known as the California Department of Resources Recycling and Recovery (CalRecycle), and were subsequently granted a ten-year designation as an RMDZ.  The remaining three cities, Coalinga, Fowler, and Parlier, were added to the County’s RMDZ when it expanded in 1999. In 2005, the County and the 15 cities reapplied for Redesignation as an RMDZ, and were granted a second ten-year designation.  In 2015, the County and the 15 cities reapplied for Redesignation as an RMDZ, and were granted a third ten-year designation, which now ends in 2025.

 

CalRecycle is now requesting adoption of a resolution authorizing and approving the submittal of applications for payment programs and related authorizations for the County RMDZ.  CalRecycle has requested that the term be effective until rescinded by the Signature Authority or this Governing Body.  It is recommended that your Board approve the recommended resolution for submittal of applications for payment programs and related authorizations.
