RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Program Supplement Agreement No. F286 to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for McCall Avenue from Belmont Avenue to Ashlan Avenue Road Reconstruction, Federal Project No. STPL-5942(290) ($559,045).

 

2.                     Approve and authorize the Chairman to execute Program Supplement Agreement No. F287 to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for the Fowler Avenue and Olive Avenue Traffic Signal, Federal Project No. CML-5942(293) ($511,758).

REPORT

The recommended actions will authorize the execution of two Program Supplement Agreements with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.  The Program Supplement Agreements (PSAs) will provide reimbursement of the preliminary engineering phases for the two projects.  This item pertains to locations in District 5.

 

ALTERNATIVE ACTION(S):

 

No viable alternative actions have been identified.  Not approving the recommended actions will result in de-obligation of the allocated funding.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  The first recommended action’s preliminary engineering phase is estimated at $559,045, and approval will allow for reimbursement of 79.92% of project costs from the Surface Transportation Block Grant (STBG) up to $446,788.  A local match of 20.08% or $112,257 is required and will be funded with the Road Fund 0010.  The second recommended action’s preliminary engineering phase is estimated at $511,758, and approval of the recommended action will allow for reimbursement of 100% of project costs from the Congestion Mitigation and Air Quality (CMAQ).  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Adopted Budget for both projects. 

 

DISCUSSION:

 

Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942F15 for Federal Aid projects, approved by the Board of Supervisors on September 13, 2016.  The PSAs amend the Master Agreement to designate the County as the Administering Agency for each project, identify the amount of Federal funds requested and available to the County, and provide a basis for Caltrans to reimburse the County for expenditures incurred during the project.

 

The first recommended action is the McCall Avenue Reconstruction project and consists, in general, of widening 3.01 miles of roadway from Belmont Avenue to Ashlan Avenue to provide eight-foot shoulders and place a hot mix asphalt overlay on the existing pavement.  A bike lane will be added in accordance with the Fresno County Regional Bicycle and Trails Master Plan.  Construction is scheduled in FY 2019-20.

 

The second recommended action is the Fowler Avenue and Olive Avenue Traffic Signal project and consists, in general, of installing a traffic signal along with associated roadway improvements at the intersection and approaches.  Construction is scheduled in FY 2020-21.

 

With your Board’s approval, the preliminary engineering phase for each of the two projects will be reimbursable in whole, or in part, as stated above with Federal funds.

 

OTHER REVIEWING AGENCIES:

 

Caltrans prepared the Program Supplement Agreements.  The City of Fresno is providing design assistance with the Fowler Avenue and Olive Avenue Traffic Signal project.
