SUBJECT:                     Emergency Medical Care Committee Amended Bylaws

 

RECOMMENDED ACTION(S):

TITLE

Approve the Amended Bylaws of the Emergency Medical Care Committee.

REPORT

During the July 18, 2018 meeting, the Emergency Medical Care Committee (EMCC) amended its bylaws by a unanimous vote of its members and is now seeking your Board’s approval. The terms of the bylaws require that your Board approve amendments to the bylaws. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to approve the amended bylaws, which would result in no change to the bylaws; however, a lack of clarity regarding the internal organization of the EMCC would continue to exist.

 

FISCAL IMPACT:

 

The recommended action has no fiscal impact on the County.

 

DISCUSSION:

 

The EMCC was established in February 1993 in accordance with and enabled by California Health and Safety Code, Chapter 4 - Emergency Medical Services, Article 3 - EMCC, which requires the Board prescribe the membership and appoint the members of the committee. The EMCC is composed of eleven members appointed by the Board of Supervisors. The terms of the bylaws require that the Board give final approval of amendments to the bylaws. 

 

The duties and responsibilities of the EMCC include the following:

 

                     Monitor the operation of ambulance service providers under contract with the County.

 

                     Make recommendations to the Department of Public Health regarding adjustments in and modifications of ambulance provider agreements

 

                     Receive monthly reports regarding each ambulance provider’s performance and assess financial penalties against the contractor for the contractor’s failure to meet contractual standards.

 

                     Review and make observations and recommendations on emergency medical care offered within the County, including programs for training the public in cardiopulmonary resuscitation and lifesaving first aid and techniques annually.

 

                     Submit an annual report related to its review of emergency medical care services in the County to the Fresno County Department of Public Health.

 

The amended bylaws clarify the internal organization of the EMCC including its composition, the roles and responsibilities of officers, duties of the committee, term of service for members, meeting attendance expectations, removal and resignation of members, and procedures for filling committee vacancies.
