SUBJECT:                     Retroactive Amendment with Children and Families Commission of Fresno County

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a retroactive Amendment I to Agreement No. 16-685 with Children and Families Commission of Fresno County for the Help Me Grow system extending the term by one year from July 1, 2018 to June 30, 2019 and increasing the maximum by $662,255 to a total of $2,823,107.

REPORT

Approval of the recommended action will provide the Department of Public Health with an additional year of funding from the Children and Families Commission of Fresno County (First 5) to support the existing Help Me Grow (HMG) system.  In addition, the recommended amendment will allow the County to draw down approximately $241,409 of Federal Financial Participation (FFP).  The pass-through First 5 and FFP funding will support a subcontract with Exceptional Parents Unlimited, Inc. (EPU) and indirect costs, with no increase in Net County Cost.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions.  Should your Board not approve the recommended action, the Department would not be able to accept First 5 funds nor draw down FFP funding, which supports the integrated partnership of community agencies providing essential assessment, referral, and treatment services for children ages 0 to 5 in the County.

 

RETROACTIVE AGREEMENT:

 

The recommended amendment is retroactive to July 1, 2018.  Changes in requirements by the California Department of Public Health, which provides the FFP, required further review and preparation to confirm whether the recommended amendment was sufficient.  The time required to prepare and review the recommended amendment did not allow presentation to your Board at an earlier date.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The recommended amendment provides additional funding ($448,331) and extends the agreement for an additional year, for a total term of three years.  The First 5 funds will support the subcontract with EPU and indirect costs for the programs.  The recommended amendments plus the FFP drawdown ($241,409) will provide a total of $689,740 of additional funding for FY 2018-19.  The maximum compensation for the three-year agreement will increase from $2,160,852 to $2,823,107.

 

Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2018-19 Adopted Budget.  The recommended amendment allows full indirect cost recovery at the Department’s rate is 26.5% for personnel costs.

 

DISCUSSION:

 

On December 6, 2016, your Board approved Agreement No. 16-685 with First 5 to receive funding supporting the HMG system in the County.  The Department received Proposition 10: California Children and Families Act of 1998 funds from First 5 to pass-through to EPU in order to leverage additional Federal Title XIX funds (FFP) into the County.  Through Agreement No. 16-635 with EPU, that the Board approved on November 1, 2016, the Department has been able to ensure these funds help the HMG system provide developmental surveillance, response, and follow-up for young children and families in need of early identification and intervention resources to achieve their full potential. 

 

In FY 2017-18, the HMG system received 3,669 calls and/or referrals on its call line and provided 3,422 referrals and linkages to community agencies including school districts, medical providers, substance abuse treatment, mental health, and other resources addressing the wide range of service needs experienced by families and their children in the County.

 

Approval of the recommended amendment will accept an additional year of funding from First 5, providing the local match to leverage federal funding further supporting the HMG system.
