RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues for Sheriff-Coroner Org 3111 in the amount of $441,112 (4/5 vote);

2.                     Adopt Budget Resolution increasing FY 2018-19 appropriations for the Special Revenue Fund Sheriff-Coroner Inmate Welfare Fund Org 1500 in the amount of $441,112; and

3.                     Approve Amendment to the Salary Resolution adding 8 Program Technician I/II positions to the Sheriff-Coroner’s Org 3111, effective November 5, 2018 as reflected in Appendix D.

REPORT

There is no additional Net County Cost associated with the recommended actions. The budget resolutions will add the necessary appropriations and estimated revenues for the eight recommended positions in the Sheriff-Coroner’s Org 3111 for the remainder of FY 2018-19. Two Program Technician positions will be responsible for the Medi-Cal Inmate Eligibility program and six Program Technician positions will have day-to-day oversight of the Inmate Tablet Service.  The FY 2018-19 costs associated with the position changes will be fully revenue offset by the Inmate Welfare Fund. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved the allocation of staff within the Sheriff-Coroner’s Office will remain the same and the Department will not be able to address the need for the Medi-Cal Inmate Eligibility and Tablet programs. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  The cost associated with the addition of eight Program Technician I/II positions will result in an increase of $441,112 in Salaries and Benefits for the remainder of the fiscal year and will be fully revenue offset by the Inmate Welfare Fund. Sheriff-Coroner Org 3111 will receive $441,112 as Operating Transfer In from the Inmate Welfare Fund’s Special Revenue Fund, 0096, Inmate Welfare Fund Org 1500 to fund the costs associated with the eight Program Technician I/II positions.

 

DISCUSSION:

 

On April 3, 2018, the Board of Supervisors approved a five-year agreement with California Forensic Medical Group (CFMG) for Comprehensive Medical and Behavioral Health Care Services at the County Detention Facilities effective July 1, 2018. As part of the agreement, CFMG is not responsible for inpatient hospitalization costs.  A separate agenda item before your Board today will, if approved, allow the Sheriff-Coroner’s Office to assist inmates in applying for and to act on behalf of county jail inmates to apply for the Medi-Cal Inmate Eligibility Program (MCIP) for inpatient hospitalization services.

 

On July 10, 2018, the Board of Supervisors approved an agreement with Jail Education Solutions Inc. to provide a turnkey software/hardware tablet system that supports and benefits the inmates’ education, vocational, religious, health and wellness, and cognitive behavioral needs.

 

Two of the eight Program Technician I/II positions will be responsible for the MCIP.  This includes the documentation of inmates that are transported to Community Medical for medical services.

 

Six of the eight Program Technician I/II positions will oversee the distribution, collection, and technical support of 250 tablets on a daily basis (7 days per week) to inmates housed in specific areas within the facilities. These positions will also be required to ensure that the tablets are free of damage, secured, and updated at the end of each shift. They will also be responsible for "training" the inmates in the operation/use of the tablets. 

 

The recommended actions will allow the Department to address administrative support needs with the allocation of eight Program Technician I/II positions.
