SUBJECT:                     Right-of-Way Acquisition for Travers Creek Bridge Replacement Project on Manning Avenue - Federal Project No. BRLS-5942(198)

 

RECOMMENDED ACTION(S):

TITLE

Accept Easement Deeds and authorize the Chairman to execute the Right-of-Way Contracts, Permit to Enter for Leach Field Reconfiguration and Grade Match, Temporary Construction Permit, and Grade Match for Driveway Modification required to facilitate the Travers Creek Bridge Replacement on Manning Avenue, Federal Project No. BRLS-5942(198), for a total monetary consideration of $35,600.

REPORT

Approval of the recommended action will authorize the purchase of additional right-of-way required to facilitate the replacement of an existing structurally deficient two lane bridge on Manning Avenue as shown on Exhibit A. This item pertains to a location in District 4.

 

ALTERNATIVE ACTION(S):

 

Your Board may reject the purchase of this right-of-way; however, this would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and all funds received for the project would have to be returned to the Federal Highway Administration.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. This project is eligible for reimbursement under the Federal Highway Bridge Program (HBP). The HBP program will provide 88.53% of funds for right-of-way acquisition for this project.  The remaining 11.47% will be paid out of the Road Fund 0010. Two checks will be issued from the Road Fund payable to the individual grantor(s) listed below.  Sufficient appropriations for this project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Adopted Budget. 

 

Listed below are the owners, mailing addresses, amounts, and the basis of the compensation associated with these parcels:

 

                     Parcel 4 (APN 373-350-10) - Steve Soria, 21438 E. Manning Ave., CA  93654 - $15,000.  This payment is for a 0.262 acre road easement, asphalt paving and sealant, and severance damages to the remainder, if any.

 

 

                     Parcel 7 (APN 373-111-12) - Rosanna Soria, Trustee, 21415 E. Manning Ave., CA 93654 - $20,600.  This payment is for a 0.225 acre road easement, landscaping irrigation, landscaping boulders, a two-year 0.077-acre temporary construction permit, and severance damages to the remainder, if any.

 

Of the total compensation authorized pursuant to the recommended action, $922 is for a Temporary Construction Permit with a useful life of 24 months, and $34,678 is for permanent roadway easement.

 

DISCUSSION:

 

The proposed project would allow replacement of the existing structurally deficient wooden two-lane Travers Creek Bridge on Manning Avenue with a new, two lane concrete slab bridge that meets current standards. The bridge, originally constructed in 1925 and widened in 1942, is approximately 33 feet long and 28 feet wide from curb to curb will be replaced with an approximately 65-feet long and 77-feet wide two lane concrete box culvert with approach railing to accommodate the future widening of East Manning Avenue from two to four lanes.

 

Construction is anticipated to commence in the spring of 2019.
